According to the reporter's investigation, this is a level III traffic project; invested by the Ngoc Lac District Construction Investment Project Management Board; total investment of more than 114.8 billion VND (construction value of more than 104 billion VND), won by Tan Thanh Construction and Trading Company Limited (Ward 1, Lang Chanh Town, Lang Chanh District, Thanh Hoa Province). The public investment capital managed by the province is 85 billion VND; Ngoc Lac District budget capital and other legally mobilized sources are 82 billion VND. The project's goal is to create regional connectivity, promote socio -economic development, strengthen security and defense, create favorable conditions for people to travel in the region; gradually complete the traffic network in Ngoc Lac District.

According to the approved design, the road project has a roadbed width of Bn=7.5m, road surface Bm=5.5m, and soil shoulder B1=2x1.0m=2.0m. In which, the excavation (digging 1/1 slope soil, 50cm thick soil layer close to the bottom of the pavement reaching K≥0.98, including: 30cm soil layer, 20cm thick compacted and compacted layer) and the embankment (filling with hill soil reaching a density of K≥0.95, 50cm thick layer close to the bottom of the pavement reaching K≥0.98 and E0≥42Mpa; before embankment, dig and replace unsuitable soil (organic, mud) with a thickness of (0.3-0.5)m; embankment slope is 1/1.5, reinforced with flat slope and grass; some locations with frequent waterlogging are reinforced with M200 concrete). For old roadbed locations that are muddy and subsided, they are thoroughly dug, treated, and restored to meet technical requirements for road grade.


Pavement structure: Asphalt concrete pavement (BTN) with required strength Eyc≥133Mpa, consisting of the following layers: Surface layer (with dense C16 asphalt concrete (BTN C16) 6cm thick, watered with 1.0kg/m2 of permeable asphalt) and base layer (with crushed stone aggregate with a total thickness of 45cm, including a 15cm thick upper base layer of type I asphalt concrete and a 30cm thick lower base layer of type II asphalt concrete; on old roads, strengthen the base layer of type I asphalt concrete 15cm thick, and compensate for the warping to create a slope with type I asphalt concrete.


For drainage ditches, the section through residential areas uses a rectangular cross-section ditch, the ditch width is 0.5m, the ditch body is made of M250 reinforced concrete, the ditch cover is made of M300 reinforced concrete combined with curbs, collecting road surface water through holes on the woven slab, the collection pits are arranged on average 30m/pit. The sections Km3+456 - Km4+605 and Km9+679 - Km9+984 have been invested in ditches, so the design is to raise the ditch wall and restore, add ditch weaving, curbs with M200 reinforced concrete.

The project is currently under construction, but according to the reporter's records, some newly paved road surfaces have cracks and are damaged and must be resurfaced; the reinforced concrete sewer system and drainage ditches are honeycombed; many old, cracked and broken panels are reused... In addition, during the construction of the project, the construction unit did not assign people to regulate traffic, install traffic cones, and safety warning signs at locations...

Speaking to reporters, a technical officer of Tan Thanh Construction and Trading Company Limited (the winning contractor for the project) said: This is a project using medium-term capital, phase 2021 - 2025. The project started in 2023, the construction period is until the end of 2025, in which Ngoc Lac District People's Committee is responsible for site clearance. However, up to now, many locations on the route still do not have a clean site for construction... The representative of the construction unit admitted that there was re-paved road surface in some locations as well as the contents reported by the reporter above.
Mr. Nguyen Van Dung, Director of the Ngoc Lac District Construction Investment Project Management Board, said: The project is under construction, the main responsibility belongs to the contractor, if the contractor does not perform properly, the board will not accept and hand over.
