At the working session, the Department of Science and Technology of Hai Duong province and Hai Phong city reported the results of the work and agreed on the plan to implement digital transformation tasks after the merger of the provinces.
Accordingly, the Department of Science and Technology of the two localities has reviewed and evaluated 12 common application systems for digital transformation and agreed on criteria for selecting technology solutions and developing a plan to co-configure and synchronize systems to ensure that when Hai Duong and Hai Phong merge, the systems will be put into operation immediately without service interruption.
12 shared application systems for digital transformation after the merger include: Data Center (DC); Intelligent Monitoring and Operation Center (IOC); Information Security Monitoring System (SOC) for the Provincial Data Center; Online Video Conferencing System; Specialized Data Transmission System; Information System for Administrative Procedures; Electronic Information Portal System of Provinces and Cities; Applications for People; Shared Data Warehouse System; Executive Document Management System; Official Email System; LGSP Axis (Provincial Data Integration and Sharing Platform).

The two sides agreed to prioritize choosing a system with more complete functions and features; more convenient in operation, exploitation and use; more modern technology platform; faster deployment time to update new technology solutions; prioritize choosing a system with more users and more updated databases.
Speaking at the meeting, Mr. Nguyen Minh Hung, Vice Chairman of Hai Duong Provincial People's Committee and Mr. Hoang Minh Cuong, Vice Chairman of Hai Phong City People's Committee acknowledged and highly appreciated the close coordination and sense of responsibility of the Department of Science and Technology of Hai Duong and Hai Phong. The two agencies have actively reviewed, evaluated, and signed a memorandum of understanding to unify the implementation plan for digital transformation tasks and infrastructure, and information technology application.

The leaders of the two localities requested specialized agencies to deploy shared systems that ensure the priority criteria for modern, highly integrated systems that meet the needs of management and service for people and businesses before, during and after the merger. Agree on the plan to select systems and platforms that have optimized resources: Prioritize newer systems, such as the Hai Phong Administrative Procedures System, Hai Phong Electronic Information Portal, Hai Phong Document Management and Operation System; prioritize systems that Hai Duong province has invested in more completely, such as: DC Data Center, IOC Smart Operations Center, SOC Cyber Security Monitoring Center, Online Video Conferencing System, etc. to avoid waste, take advantage of existing investments, ensure continuity, and synchronize seamless operations after the merger.
The leaders of the two localities agreed to prioritize urgent systems that need to be selected and deployed immediately, such as the document management and administration system, the electronic information portal, the video conferencing system, and the administrative procedure settlement system, ensuring readiness immediately after the merger.
Regarding online public services, it is necessary to develop a 2-step process: merging administrative units at commune and provincial levels. Adhere to the merging plan, mobilize maximum technology human resources to configure and be ready to operate immediately after merging.
The leaders of the two localities requested the Departments of Science and Technology of the two localities to continue reviewing and classifying the remaining systems of each place after the merger, have plans to reuse, back up, upgrade or stop operations, build a roadmap to transfer data from old systems to the shared system, comply with regulations on public asset management, and avoid wasting assets.
The Department of Science and Technology of the two localities must have a plan to safely convert data, comply with information security regulations for highly confidential data on the old system. Coordinate with relevant units to review and unify the implementation plan of each unit's specialized system, synchronize data and internal processes; Urgently unify the IOC implementation plan, ensuring that there is sufficient necessary data according to the principle of "correct, sufficient, clean, alive" to serve online monitoring and management activities according to the Government's requirements.
The leaders of Hai Duong province and Hai Phong city also requested specialized agencies to urgently coordinate to organize training and instructions on using the system and shared applications in the form of utilizing online training technology or on applications. Agree on the guiding principle to be ready to mobilize all resources of the two localities and mobilize resources of technology enterprises to participate for the common goal of integrating and connecting databases effectively and safely...
