Speaking at a working session with units under the Ministry of Education and Training on preparations for the 2025 high school graduation exam, Deputy Minister Pham Ngoc Thuong emphasized that the 2025 high school graduation exam is a particularly important exam for the education sector, taking place in a context of many changes: organizing two-level local government, transferring the Ministry's inspection function to the Government Inspectorate.
The Deputy Minister highly appreciated the proactive and active preparation of the Department of Quality Management and requested that units under the Ministry focus highly, prepare early, and increase their forces, because this is a key task with great influence and impact on society.
Regarding inspection and examination work, the Deputy Minister commended the dedication and responsibility of the Ministry's Inspectorate throughout the process of accompanying the industry. Despite the new context, the inspection and examination work was still carried out effectively, seriously, and without laxity by the Ministry of Education and Training.
At the same time, it is required that the decentralization and delegation of authority in inspection and examination work must be clear and effective. The inspection and examination process must be linked to the system of documents and organizational structure, with a summary of specific results, clear people, clear work, and clear responsibilities.
“Strengthen the role of localities, do not leave any “blank spots” in inspection and examination. Provinces need to proactively resolve issues on the spot, promptly summarize, seriously publicize, and apply to the right people and the right tasks,” Deputy Minister Pham Ngoc Thuong requested.
The leaders of the Ministry of Education and Training also noted that the test creation must ensure a correct assessment of the ability to implement the 2018 General Education Program, clearly demonstrating differentiation to serve both graduation and enrollment goals. At the same time, it is necessary to mobilize a full team of experts and experience, ensuring a strict, objective, and absolutely safe test creation process.
To ensure the exam work and build an open question bank, the Department of Quality Management has deployed many training sessions for teachers nationwide. This includes an online training session for more than 3,500 teachers with the participation of experts from the American Testing Service (ETS) and 2 direct training sessions for teachers in 18 subjects.
On October 18, 2024, the Ministry of Education and Training announced 18 reference questions according to the 2018 General Education Program, and conducted a pilot test on more than 12,000 students. The question library was built from questions sent by teachers and has been approved. The IT infrastructure for the exam was deployed on schedule, the exam management system operated stably, the exam grading software and basic question bank management met the requirements and have been tested in practice.
Regarding inspection and examination work, the Department of Quality Management has planned training, and advised on the establishment of 3 working groups and expected to have 10 inspection groups working at 20 Departments of Education and Training. Localities seriously organized mock exams according to the Ministry's instructions, the results reflected the quality of teaching. In the coming time, the Ministry of Education and Training will establish 2 separate question-making councils for the 2006 and 2018 general education programs, and continue to implement inter-sectoral coordination and communication work on schedule.
