Checking the progress of the Lao Cai – Hanoi – Hai Phong railway project

The Lao Cai - Hanoi - Hai Phong railway project through Phu Tho province is about 59.64 km long, in Thanh Ba district, Phu Tho town, Phu Ninh and Viet Tri city. The section through Phu Tho province has 2 mixed stations (with passenger and cargo operations) in Phu Tho town and Viet Tri city and 2 technical stations in Ha Hoa and Thanh Ba (phase 2 planning is a mixed station).

After the National Assembly decided on the investment policy of the Project, based on the direction of the Prime Minister, the People's Committee of Phu Tho province closely coordinated with the Ministry of Construction and the Railway Project Management Board to receive the Pre-feasibility Study Report and carry out a number of tasks such as reporting to the Standing Committee of the Provincial Party Committee on the route plan and establishing the Provincial Steering Committee for Site Clearance; issuing documents directing the implementation, assigning specific tasks to departments, branches and People's Committees of districts, cities and towns where the project passes through; Assigning the Provincial Construction Investment Project Management Board to be the investor and the focal point to organize the implementation of compensation, support and resettlement of the project; urgently implementing planning procedures and investing in the construction of resettlement areas as required...

In order to carry out the assigned tasks, the Phu Tho Provincial Investment and Construction Project Management Board has presided over and worked with each locality to count and determine the number of affected households; determine the specific locations of concentrated resettlement areas; organize the selection of consulting units to urgently survey, plan and establish investment projects to build resettlement areas in the province.

Preliminary determination of land use area is about 366.6 hectares; number of resettled households is about 1,192; number of planned resettlement areas is 31. In addition, many technical infrastructure works, schools, cultural houses, graves, etc. must be relocated.

At the site inspection, Vice Chairman of the Provincial People's Committee - Phan Trong Tan emphasized: This is a national key project, so the province will seriously implement it to ensure compliance with regulations and project progress... To ensure the progress of compensation, support and resettlement of the project, the Vice Chairman of the Provincial People's Committee requested the Ministry of Construction and the Railway Project Management Board to soon submit to the National Assembly and the Government to issue specific mechanisms and policies for the project and provide specific instructions so that localities have a basis for implementation, speed up site clearance progress, and meet the general progress requirements of the project.

The Vice Chairman of the Provincial People's Committee also requested that the central authorities speed up the preparation and approval of the project's feasibility study report; including early approval of the official route, handover of documents and handover of field markers so that the province can carry out site clearance. Along with that, it is necessary to allocate capital and closely coordinate with the province to remove difficulties arising in the process of compensation, support and resettlement of the project.

The Vice Chairman of the People's Committee of Phu Tho province requested all levels, sectors and localities to coordinate well; promote propaganda and create consensus among the people for the project. The People's Committees of districts, cities and towns focus on directing land management.

Promote propaganda and mobilization so that people strictly comply with the state's policies on compensation, support and resettlement. At the same time, prevent illegal expansion and construction to take advantage of policies. The Provincial Construction Investment Project Management Board coordinates with relevant agencies such as electricity, water supply, drainage, telecommunications... to organize a review and identify infrastructure works within the scope of site clearance to have a relocation plan according to regulations.

Mr. Phan Trong Tan - Vice Chairman of the Provincial People's Committee also requested the Railway Project Management Board and the consulting unit to continue researching, supplementing and adjusting the route at some points in Ha Hoa district to suit. Review the scale of the station in Phu Tho town and adjust and supplement the connecting route from Hung Vuong street to the passenger station square area in Phu Tho town.

Research on arranging suitable distance between passenger station and freight station in Viet Tri city so as not to affect the planning of resettlement area and surrounding area that Phu Tho province has previously deployed...
