Accelerate the implementation of programs and projects to develop Phu Quoc

The meeting was chaired by Mr. Nguyen Thanh Nhan - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Kien Giang province. Attending were representatives of provincial departments, branches, relevant corporations and units, and Dr. Lecturer Dao Thi Thu Hang - Faculty of Law, CELG, Ho Chi Minh City University of Economics . The meeting was connected online with the People's Committee of Phu Quoc city and the Phu Quoc Economic Zone Management Board.

Phu Quoc is currently receiving great attention in national development strategies and plans. Many documents such as the 10-year Socio-Economic Development Strategy, the Sustainable Marine Economic Development Strategy, the National Master Plan, decisions approving the planning of the Mekong Delta region, the planning of Kien Giang province, etc. all identify Phu Quoc as an international sea and island tourism center and an important growth pole. Resolution No. 13-NQ/TW dated April 2, 2022 of the Politburo also clearly states the goal of building Phu Quoc into a high-quality service and eco-tourism center, connected to major economic centers in the region and the world.

Reporting at the meeting, the Department of Finance said that Kien Giang province is implementing 5 major tasks approved by the Prime Minister. Of which, the task of planning Kien Giang province for the period 2021 - 2030, with a vision to 2050, has been completed. The People's Committee of Kien Giang province has issued a plan to implement the Provincial Planning, clearly assigning responsibilities to sectors and localities to specify goals and ensure investment efficiency.

The remaining four tasks being implemented include: Project to build Rach Gia City into a specialized comprehensive center; Project to build Phu Quoc into a high-quality eco-tourism center; Project to develop Kien Giang into a national marine economic center; Project to complete the Regional General Hospital in Kien Giang.

Kien Giang is also coordinating with central ministries and branches to implement 8 major projects and schemes. These include the project to establish a biodiversity research center in Phu Quoc; a coastal fisheries hub; the Ha Tien - Rach Gia - Bac Lieu, North - South expressways in the East through Kien Giang; investing in coastal roads, expanding Phu Quoc airport, adjusting the planning and investing in Rach Gia airport, investing in the seaport system according to the planning"

At the local level, there are 13 programs, plans, projects approved by the Kien Giang Provincial People's Committee. Of these, 10 tasks have been completed. Notably, projects on tourism development, organic agriculture, community tourism, tourism associated with OCOP, traditional industries, human resource development and defense zone consolidation are still being implemented. There is currently 1 task being implemented, which is the Kien Giang Coastal Protection Corridor Establishment Project Phase 2. Two tasks have been stopped.

Previously, on March 30, 2024, the Prime Minister chaired a conference to review Decision 178/2004/QD-TTg on Phu Quoc development. According to the conclusion of the conference (Notice No. 189/TB-VPCP dated April 27, 2024), the Prime Minister assigned Kien Giang province to coordinate with ministries and branches to develop the Project "Overall development of Phu Quoc city to 2040, vision to 2050". This is an opportunity to redesign the development and governance model of Phu Quoc in a modern, integrated and sustainable direction.

To implement this task, the People's Committee of Kien Giang province issued Plan No. 158/KH-UBND dated May 16, 2024. The plan assigns specific tasks to departments, branches and the People's Committee of Phu Quoc City. Work content, progress, and output products are clearly defined.

At the meeting, delegates listened to the consultant unit's summary report on the Phu Quoc Master Plan for Development to 2040, with a vision to 2050, and Phu Quoc development policies. Opinions focused on discussing shopping incentives for tourists, preserving natural landscapes, protecting the environment, investment attraction mechanisms, organizational structure, and assessing the impact of the Plan.

Chairman of the Provincial People's Committee Nguyen Thanh Nhan emphasized the green development orientation and sustainable growth for Phu Quoc. He requested the consulting unit to carefully study the areas that need to be prioritized for development and those that need to be limited, in order to come up with appropriate orientations. Regarding the policy mechanism, Mr. Nhan agreed to establish a working group to continue implementing related tasks.
