Strictly handle violations
Recently, we had the opportunity to follow the Fisheries Control Ship KN 645 KH to patrol and control the fishing activities of fishermen in the Nha Trang sea area. In the Cu Hin Pass sea area, the Patrol, Inspection and Control Team of fishing vessels in the Nha Trang sea area discovered the fishing vessel BD 64040 TS owned by Mr. Ho Thanh Trung (in My An commune, Phu My district, Binh Dinh province) with a length of 10.8m registered for purse seine fishing, operating in this area. Through inspection, Mr. Trung was the captain, operating the fishing vessel but did not have the required diploma or certificate. The inspection team drew up a working record and an administrative violation record for Mr. Trung's violation to transfer to the Inspectorate of the Department of Agriculture and Environment to handle the administrative violation for this violation.

Previously, on May 28, while patrolling and controlling the fight against IUU fishing and managing aquaculture activities in Nha Trang Bay, the patrol team discovered a PY 97727 TS fishing vessel with a length of 14.9m, operating a purse seine fishery, captained by Mr. Nguyen Tri Nha (in An My commune, Tuy An district, Phu Yen province), operating in Nha Trang Bay. During the investigation, Mr. Nha provided full fishing licenses, fishing vessel registration certificates, captain certificates, and chief engineer certificates. However, this fishing vessel did not have a fishing logbook for fishing vessels with a length of 12m to less than 15m, so a record was made and an administrative fine of 4 million VND was imposed.
Not only fishing vessels from other provinces that violated the fishing activities in Nha Trang waters were discovered and handled, but fishing vessels of fishermen in the province that violated were also strictly handled. Specifically, on May 16, Mr. Pham Van Quoc (in Vinh Truong ward, Nha Trang city), captain of fishing vessel KH 91882 TS with a length of 14.3 m, was fined 11 million VND by the Inspectorate of the Department of Agriculture and Environment because the fishing vessel technical safety certificate had expired. Or in the case of Mr. Nguyen Ngoc Hien, owner and captain of fishing vessel KH 03373 TS (in Ninh Phuoc commune, Ninh Hoa town), was fined 12.5 million VND by the Inspectorate of the Department of Agriculture and Environment for transporting electric shock tools for fishing; all air pipes, electric wires, and electric guns were confiscated by the authorities.
Mr. Dinh Cong Trinh - Captain of the Fisheries Control Ship KN 645 KH said: “Implementing the plan to patrol and control fishing vessels in Nha Trang Bay, recently, we have increased activities to combat IUU fishing in the waters of Nha Trang City. Through administrative inspections of 55 fishing vessels, we discovered 10 violations, recorded 10 cases, with a total fine of 96.5 million VND. The main violations of fishermen are: Using fishing vessels under 12m to exploit coastal seafood from other provinces, storing electric shock tools, using fishing vessels with expired technical safety certificates, not recording full fishing logs…”.
Propaganda to prevent fishermen from violating IUU
Along with strictly handling violations, propaganda and awareness raising for fishermen are also integrated by the authorities. The propaganda content focuses on regulations against IUU fishing; regulations on aquatic resource exploitation; instructions from the Central and provincial governments on combating IUU fishing to remove the "Yellow Card" warning from the European Commission (EC)... Thereby helping ship owners and fishermen understand, grasp and commit to comply with policies and laws in the process of exploiting seafood, especially not violating foreign waters in exploiting seafood; maintaining 24/7 monitoring equipment for fishing vessels from the time they leave the port until they arrive at the port, not removing monitoring equipment to send to other fishing vessels; denouncing illegal fishing activities...
Mr. Le Dinh Khiem - Head of the Department of Fisheries, Seas and Islands said that it is expected that in October 2025, the EC Inspection Delegation will visit Vietnam for the 5th time to inspect the implementation of the EC's recommendations on the IUU "yellow card" warning. If fishermen continue to violate regulations in seafood exploitation, it will affect the province's overall efforts. Therefore, ship owners and captains in Nha Trang City in particular and the whole province in general need to strictly implement regulations on combating IUU fishing. Accordingly, fishermen absolutely must not go fishing when the fishing vessel does not meet the conditions; must not operate in the wrong area or on the wrong route; fishing vessels with a length of 15m or more must install and maintain voyage monitoring equipment, strictly declare when leaving port, and keep a full fishing log... Coastal localities in the province need to pay attention to regularly reviewing and grasping the current situation of fishing vessels in the management area; Understand the location (images, coordinates, time) of fishing vessels that are not qualified to operate and are at high risk of violating IUU such as: Expired fishing licenses, food safety certificates, technical safety certificates, fishing vessels that have stopped connecting to the journey monitoring device, fishing vessels that have not installed the journey monitoring device...
