According to the People's Committee of Hoang Then commune, the temporary and dilapidated houses in the commune are being repaired with support from the Ministry of Public Security , the Provincial Police, Viettel, the Ba Ria - Vung Tau Rubber Company; philanthropists An Chi Tra and Tu Liem (Hanoi); Project 5 (a national target program); and contributions from commune officials and civil servants. Mr. Chang Thanh Binh, Chairman of the People's Committee of the commune, said: The commune categorizes the beneficiaries into groups, forming teams led by commune leaders, officials, and civil servants, in coordination with local organizations, associations, and militia forces. They go to each house to encourage residents, understand their concerns and aspirations, and provide support ranging from dismantling and leveling the ground to transporting materials, construction, and house repairs. In addition, with the spirit of "those who have much contribute much, those who have little contribute little," the leaders, officials, and civil servants of the commune actively called upon and mobilized organizations and businesses to join hands in supporting and contributing funds, and directly donated one day's salary to support the construction of a new house with a total cost of 70 million VND.
Since April, the weather has been unpredictable, with frequent and prolonged periods of heavy rain. This is especially true in some villages like Leng Suoi Chin and Hoang Then, where transportation is difficult, and trucks cannot reach the area due to the weak concrete road structure, hindering the transport of construction materials. Some households eligible for housing assistance are building on land without land ownership certificates; in some families, both spouses work far away, leaving no one to supervise the work. These factors pose significant obstacles to the progress of demolishing temporary and dilapidated houses and constructing new ones.
With a spirit of urgency and speed, "overcoming the sun and rain," the commune directed the militia and youth union forces to concentrate their efforts on assisting in dismantling houses and leveling the ground, completing each house as quickly as possible; and instructed commune officials in the fields of agriculture and land to assist with legal procedures related to land. At the same time, they mobilized residents and forces to take advantage of sunny or light rain to help transport construction materials by motorbike and manpower in villages with difficult road access.

Along with mobilizing labor contributions, the commune monitors and advises households receiving support for repairing or rebuilding houses, ensuring they are suitable for storm and flood protection, functional, and in line with the cultural identity of the ethnic group and locality. They also assist in introducing reputable suppliers of materials and construction companies.
In particular, the family of Mr. Ly Chin Lung in Huoi Luong village is facing difficult circumstances. His mother suffers from a mental illness, and he himself, having just completed his military service, is unemployed and struggling financially. Mr. Lung was considered for support to replace his dilapidated house, but the land available for construction was insufficient. In the spirit of "caring for others as if they were your own," the Chairman of the Commune People's Committee personally donated land from his own family to Mr. Lung to build a house that meets the "three solid" criteria (solid walls, sturdy roof, and sturdy roof) and is spacious enough to meet his needs.
Mr. Lùng happily shared: "Initially, when I learned about the 60 million VND support to demolish my old, dilapidated house made of wood and bamboo, which was nearly two decades old and now rotting, and build a new, sturdy house, I was happy but also worried because the land and house I was living in were narrow and short, and building a new house wouldn't be suitable for living. Luckily, Mr. Chang Thanh Bình gave me land, and now my house has a total length of 15 meters to build on. I'll have a new house in a short time, and I'm very happy."
Similarly, the family of Mr. Tan A Minh, who lives in the same village, also recently received 60 million VND in support to build a new, sturdy house. Mr. Minh shared, "I contributed additional funds to build a house of over 50 square meters with red bricks, including one bedroom, one kitchen, and one living room. Having a new house to live in will be a motivation for me to 'settle down and establish a livelihood,' and escape poverty soon."
In recent days, the Party Committee, local government, militia forces, and police of Hoang Then commune have worked tirelessly, regardless of sun, rain, holidays, or working outside of regular hours, to inspect the construction progress and provide labor support to help poor households eligible for assistance in replacing temporary or dilapidated houses to have new homes as soon as possible. Thanks to their efforts, Hoang Then commune has now completed and put into use 45 out of 103 houses.
Working together to eliminate dilapidated and substandard housing not only contributes to improving the quality of life for the people, but also demonstrates the concern and care of the Party, the State, and the entire society for poor and near-poor households and vulnerable groups. This is a practical program in the journey of building new rural areas and civilized urban areas, contributing to ensuring social security and sustainable development.
