The private sector has been and is an important driving force of the economy. However, to continue to maintain the growth rate, the private sector needs to have new, more solid momentum.

The important role of the private economy has been affirmed. This was once again emphasized in the Thematic Report presented by Comrade Tran Van Dung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, at the Conference on Deployment and Dissemination of the Resolution of the 1st Provincial Party Congress, term 2025 - 2030, recently organized by the Provincial Party Committee.

The private economy is expected to continue to be an important driving force of the economy.

In fact, the policy of creating momentum for private economic development nationwide has been calculated for many years. According to comrade Tran Van Dung, in recent years, the private economic sector in our country has continuously developed, making increasingly great contributions to the cause of innovation and socio-economic development of the country.

This is inspired by key resolutions of the Central Committee, specifically: Resolution No. 10-NQ/TW in 2017 of the 12th Party Central Committee "on developing the private economy into an important driving force of the socialist-oriented market economy"; Resolution 41-NQ/TW in 2023 of the Politburo "on building and promoting the role of Vietnamese entrepreneurs in the new period" and recently Resolution 68-NQ/TW in 2025 of the Politburo "on developing the private economy" continues to emphasize the consistent viewpoint and thinking that "the private economy is the most important driving force of the national economy, a pioneering force to promote growth, create jobs, improve labor productivity, national competitiveness, industrialization, modernization, and restructuring the economy towards green, circular, and sustainable direction".

From the policies of the Party and the State, according to comrade Tran Van Dung, in general, the private economy has had positive changes, contributing significantly to the socio-economic development of each locality. In particular, in the period of 2021 - 2025, in the province, along with the growth in quantity, the scale of investment capital of enterprises has also increased significantly, contributing significantly to the shift in industry structure, attracting labor, participating in investment in niche markets, contributing to promoting production and business development.

Positive signals can confirm that the private economic sector is increasingly playing the most important role in economic growth and sustainable development of the province, arousing the desire to get rich among the people; thereby, creating the basis for maximum mobilization of resources for socio-economic development of the province.

However, in reality, in addition to the achieved results, there are still some shortcomings and limitations affecting the development of the private economic sector. That is, the number of newly established enterprises increases every year, but most of them are small and micro enterprises with an average registered capital of about 6-7 billion VND/enterprise, the rate of enterprises leaving the market is still high, and the conversion of business households into enterprises is still slow. That is, the private economy continues to develop, but the speed is still slow, not commensurate with the potential, so the overall contribution to the economic growth of the province is also affected.

Accordingly, every year, the contribution rate of the private economic sector to the province's GRDP has not changed much; the average for the 2021 - 2025 period is only 36%, much lower than the contribution level of the whole country.

That is, the technology level of the private economic sector in the province is still at the average level in the country; the quality of human resources, although improved, still cannot meet the requirements of the private economic sector.

Besides, the province's investment environment has improved, but there is still much room for improvement; the startup ecosystem has been basically formed but not yet complete, many elements in the ecosystem have not developed evenly among localities in the province.
THERE IS STILL A LOT OF ROOM

Looking to the future, according to comrade Tran Van Dung, the private economy still has a lot of room for development based on core foundations. That is a consistent policy, an increasingly favorable legal environment; a breakthrough opportunity in development space and resource mobilization for the private economic sector in the new context through the merger of the two provinces has created a larger economic space, enhanced regional competitiveness, and at the same time opened up opportunities for localities to resonate with their strengths in industry, export and agricultural and aquatic raw materials; strengthened transport infrastructure links, and developed the maritime, border and urban economies.

This combination will create a continuous value chain between raw material and processing areas, between agriculture and processing industry, supporting industry, increasing export value and creating outstanding value. Not to mention, the process of digital transformation, innovative startups is being vigorously implemented. In particular, Resolution 57-NQ/TW has clearly identified that science, technology, innovation and digital transformation are one of the new growth pillars.

In particular, the private economic sector is considered a pioneer in applying technology, developing new business models, starting innovative businesses and promoting digital transformation in the economy.

Based on reality and new steps, comrade Tran Van Dung said that in the context of the province entering a new development period with new goals - the target of GRDP growth in 2025 reaching 8% or more and double-digit growth in the following years, the role of the private economy is even more important in the process of achieving this goal.

It can be affirmed that private economic development will continue to play a central role in the province's development strategy. In particular, together with the whole country, Dong Thap continues to effectively implement Resolution 68-NQ/TW dated May 4, 2025 of the Politburo.

Along with the whole country implementing the policy of developing the private economy, according to comrade Tran Van Dung, Dong Thap province has set specific goals by 2030 to have about 35,000 enterprises, striving to reach at least 10 enterprises/1,000 people; at least 2 private enterprises of the province fully participate in the global value chain; the average growth rate of the private economic sector reaches about 10% - 12%; striving to contribute about 55% - 58% of the province's GRDP...

In particular, Dong Thap also set a goal that by 2045, the private economic sector will become the main production force and have the capacity to deeply participate in the global supply chain with solid competitiveness in the region, contributing about 60% of GRDP.

Through policies and guidelines, the private economy is expected to become the most important driving force of the economy, a pioneering force in promoting growth, creating jobs, improving labor productivity, competitiveness, etc. Along with the whole country, Dong Thap has been moving towards these expectations.
