The school accepts responsibility for the "wrong class" mistake.
As reported by Kinh te va Do thi Newspaper, a seemingly funny story happened at Ly Thuong Kiet Primary School (Di An City, Binh Duong Province), when a student was placed in the wrong class more than once, leaving students, parents and teachers confused.
Accordingly, in the 2022-2023 school year, TTĐ student's family requested to transfer from Long Thanh district ( Dong Nai province) to Ly Thuong Kiet Primary School (Di An city, Binh Duong province). According to the transfer application dated August 16, 2022, the school's Board of Directors approved TTĐ student to study in grade 2 at the school in the 2022-2023 school year.
However, for some unknown reason, the school assigned TTĐ to grade 3. At the end of the school year, the homeroom teacher wrote on TTĐ's report card: "Completed grade 3 program, promoted to grade 4".
The incident was only discovered at the beginning of the new school year 2023-2024, when the school realized that student D had not completed the 2nd grade program. This led to the decision to make adjustments, requiring student D to return to 2nd grade.
By the time of the new school year (2024-2025), TTĐ was assigned by the school to study in grade 4.
Previously, in October 2023, Ms. Nguyen Thi Thu Huong - Vice Principal of Ly Thuong Kiet Primary School submitted a report on "putting students in the wrong class". Ms. Huong admitted that due to negligence when reviewing the records, she placed student D in grade 3 and "accepted the fault for the above negligence".
On the afternoon of September 16, 2024, speaking with a reporter from the Economic and Urban Newspaper, Mr. Trieu Quoc Thanh - Principal of Ly Thuong Kiet Primary School said that according to the regulations in Circular 28/2020/TT-BGDDT of the Ministry of Education and Training on promulgating the Charter of Primary Schools, students can skip grades within the same level.
"The basic TTĐ students have basically completed their classes (grades 1, 2, 3), so it is appropriate for them to move up to grade 4 now," said Mr. Trieu Quoc Thanh.
According to the Principal of Ly Thuong Kiet Primary School, the parents of student TTĐ have also submitted an application to the school to let the child move up to grade 4 this school year.
Not in accordance with the Primary School Charter?
At Point e, Article 35 of Circular No. 28/2020/TT-BGDDT issued on September 4, 2020 by the Ministry of Education and Training stipulates the rights of students as follows: “Students with good physical strength and early intellectual development can study in a grade beyond the scope of the school level. The review procedure for each specific case is carried out in the following steps: the student's parents or guardians submit a request to the school. The school principal establishes a survey and consultation council, including: the principal or vice principal and the school's Parents' Representative Board; teachers of the class the student is studying, teachers of the upper class, medical staff, and the Team leader".
Thus, from the above regulations, only students with good physical strength and early intellectual development can be considered by the school to advance to a higher grade within the scope of the grade level. At the same time, the school principal must establish a survey and advisory council.
A veteran primary school teacher in Di An City commented: Ly Thuong Kiet Primary School needs to review specific regulations to handle the incident. Point e, Article 35 of Circular No. 28/2020/TT-BGDDT only applies to students with good academic ability to skip grades. In the case of TTĐ students, it was because school staff placed them in the wrong class.
Placing TTĐ in grade 3 and then moving him down to grade 2, and now considering placing him in grade 4 is not in accordance with the “Primary School Regulations” of the Ministry of Education and Training. At the same time, the school has not yet established a review board for students to skip grades. It was not until the Economic and Urban Newspaper reported that the school reviewed the incident as inappropriate.
Another teacher also commented: in this case, the school's decision to let the student skip a grade is against the "Primary School Regulations" of the Ministry of Education and Training. According to this teacher, if they want to let the student skip a grade, when they discover that they have mistakenly placed the student in grade 3, why doesn't the school consider letting the student go to grade 4 if they see that the student is capable, instead of letting the student go back to grade 2?
