Create new momentum, potential and space for development

According to Resolution No. 60, the 11th Conference of the 13th Central Executive Committee, the number of provincial-level administrative units after the merger is 34 provinces and cities.

Merging localities and forming new development spaces not only reduces territorial fragmentation but also helps integrate the strengths of each locality, thereby creating new growth poles and increasing competitiveness. This can be demonstrated through data in the preliminary statistical data of 2023 of the General Statistics Office on the level of change in economic scale of provinces and cities after the merger.

Accordingly, the GRDP scale of Ho Chi Minh City at current prices in 2023, including the GRDP of Binh Duong and Ba Ria - Vung Tau, reached over 2.5 million billion VND, accounting for 24% of the country's GDP. Next is Hanoi, ranked second with GRDP reaching about 1.29 million billion VND. These are the only two localities in the country with GRDP scale exceeding 1 million billion VND in 2023.

The provinces and cities with GRDP reaching from 300,000 - 600,000 billion VND after being combined according to the merger plan in Resolution No. 60 are Hai Phong City reaching 582,976 billion VND; Dong Nai reaching 548,726 billion VND; Bac Ninh reaching nearly 401,510 billion VND; Phu Tho and Quang Ninh reaching 318,200 billion VND and 313,595 billion VND respectively. The provinces and cities with GRDP scale under 100,000 billion VND are: Tuyen Quang, Hue, Son La, Lang Son, Dien Bien, Lai Chau and Cao Bang. Of which, Cao Bang is the locality with the lowest GRDP in the country, reaching only approximately 22,254 billion VND. The remaining provinces and cities all have GRDP ranging from 100,000 billion VND to under 300,000 billion VND.

Regarding domestic budget revenue, in 2023, Ho Chi Minh City will continue to lead with a revenue of VND 395,110 billion; followed by Hanoi with VND 381,449 billion. Among the 10 provinces and cities with the highest domestic budget revenue in 2023, in addition to Ho Chi Minh City and Hanoi, there are Hai Phong with VND 63,164 billion, Dong Nai with VND 51,403 billion, Da Nang with VND 39,862 billion, Quang Ninh with VND 39,207 billion, Hung Yen with nearly VND 38,939 billion, Phu Tho with VND 38,505 billion, Bac Ninh with nearly VND 37,812 billion and Ninh Binh with VND 36,609 billion.

There are 9 provinces with domestic budget revenue of less than 10,000 billion VND, namely Ha Tinh, Quang Tri, Ca Mau, Son La, Lang Son, Lai Chau, Dien Bien and Cao Bang. In this group, except for Quang Tri, Tuyen Quang and Ca Mau which are subject to merger, the remaining provinces are not on the list of provincial administrative unit rearrangement.

Thus, it can be seen that the scale of local GRDP has increased significantly. Development space has also been expanded, while maximizing the potential and advantages of each locality. Because when the development space is expanded, localities will have more room as well as coordinate, share, and "assign roles" to each other, avoiding overlapping in the style of each province having one seaport, one airport, one sugar factory... as has happened before. Another important point when implementing mergers and acquisitions is that local budgets are larger, enough to invest in large projects of inter-regional nature. Localities have the conditions to plan and invest more systematically in infrastructure systems serving development, thereby taking better care of people's lives.

General Secretary To Lam has repeatedly emphasized that the arrangement and merger of administrative units aims to reorganize the socio-economic development space to promote growth, ensure national security and defense with a vision to 2045 - 2050, and even beyond. This is also an unprecedented strategic decision with the highest goal for the rapid, stable and sustainable development of the country. Taking better care of people's lives, building a streamlined government apparatus, shifting from passive management to proactively serving the people, creating development, and having the capacity to effectively organize and implement the Party's policies into practical life in the era of development and prosperity.

Therefore, it must be clear that merger is not simply a matter of merging, but a merger that aims to create new dynamism, new potential, and new space for development.
