Building consensus at the grassroots level

According to Mr. Lo Van Mung, Chairman of the Dien Bien Provincial Fatherland Front Committee, the provincial Fatherland Front has implemented its supervision work comprehensively and effectively from the provincial to the commune level. During the year, the Fatherland Front at all levels in the province chaired 132 supervision sessions and participated in 337 in coordination with other organizations. The supervision activities of the People's Inspection Committee and the Community Investment Supervision Committee continued to improve in quality and effectiveness, thereby contributing to promoting democracy and ensuring the interests of the people. In 2023, the People's Inspection Committees organized 119 supervision sessions, and the Community Investment Supervision Committees conducted 288 supervision sessions. In addition, social critique activities in 2023 achieved many positive results with 17 critique sessions and 286 critique opinions. All critique opinions were accepted by the units responsible for drafting the documents.

In particular, over the past year, the Dien Bien Provincial Fatherland Front has implemented the Plan to organize the fourth National Excellent Mediator Competition, sent Front officials to participate in coordinating the training and practice of the Dien Bien Provincial Excellent Mediator Team, and regularly strengthened the organization and operation of grassroots mediation teams. In 2023, the mediation teams of Dien Bien province mediated 611 cases, of which 476 were successfully mediated (achieving 77.9%).

In Dien Bien Dong district, the team of mediators is regularly strengthened and improved. The members of the mediation teams are close to the people, understand the circumstances and conditions of each household, possess legal knowledge, and are always enthusiastic in their work. They combine mediation with propaganda and mobilization of the people to implement the Party's guidelines and the State's policies and laws. After assessing the situation of the cases, the mediators have implemented various mediation methods such as direct dialogue through meetings of mass organizations, organizing talks on legal content, and introducing new legal documents. Through these methods, they have successfully mediated many cases arising at the grassroots level. Mr. Quang Van Xon - Head of Mediation Team 1, Dien Bien Dong town, said that the members of the mediation team always study and research documents to supplement their legal knowledge and find the most reasonable solution for each mediation case.

Along with effectively mediating disputes at the grassroots level, the Dien Bien Provincial Fatherland Front also focuses on receiving citizens and resolving complaints and denunciations. According to Lo Van Mung, Chairman of the Dien Bien Provincial Fatherland Front Committee, in 2023, the Fatherland Front at all levels in the province received 247 visits from citizens and accepted 161 letters of complaint, denunciation, petition, and feedback. Member organizations actively carried out legal counseling, participated in legal assistance, received citizens, and mediated according to their functions and duties.

Building on the achievements already made, in the coming period, the Fatherland Front at all levels in Dien Bien province will continue to improve the quality and effectiveness of the supervision and social criticism work of the Vietnam Fatherland Front and political and social organizations, while strengthening citizen reception and handling of complaints, denunciations, and petitions from citizens, improving the effectiveness of the People's Inspection Committee and the Community Investment Monitoring Committee, actively participating in grassroots mediation, contributing to the stability of security and order, and strengthening solidarity in residential areas.
