At the meeting, comrade Tran Luu Quang briefly reported and reviewed the development process of the private economic sector in our country in the process of national renovation from 1986 to present, identified the limitations of the private economy, the causes of the limitations and proposed strategic solutions to make a breakthrough in private economic development in the coming time.

Delegates focused on exchanging opinions on the contents that General Secretary To Lam suggested for discussion: Are the current viewpoints, guidelines, and policies on private economic development correct and sufficient? Why have there not been any breakthrough developments in this economic sector? What are the key bottlenecks that need to be removed? What are the solutions for our country's private economic sector to develop strongly in the new period? What are the things that need to be done immediately in 2025?

Welcoming the spirit of serious work and frank exchange at the meeting, General Secretary To Lam affirmed that through the exchange of opinions, it is increasingly clear that the Party and State need to have stronger and more specific policies and directions to activate and restore confidence and strong, breakthrough, dynamic and creative development of the private economy in the coming time.

The General Secretary affirmed that we are facing an urgent need to solve the "problem" of economic development breakthroughs - including the private economy, so that the country not only does not fall behind but also has to rise up to develop prosperously, achieving the strategic goals set by the entire Party and people. Our country's private economy has made remarkable steps of development and growth, making great contributions to the economy and the process of innovation and development of the country.

However, it is also necessary to look frankly at reality to assess that the private economic sector still has limitations and weaknesses. Most of them are small and micro enterprises, with limited competitiveness, especially international competition; there is a lack of leading enterprises in important sectors and fields of the economy; internal linkages and linkages with other economic sectors are still weak; they have not yet participated in the global supply chain. In addition to private enterprises, the force of more than 5 million individual business households is very large, but they "do not want to grow", "refuse to grow" due to constraints and concerns about regulations and procedures. The initiative, creativity, daring to think big, do big, and rise in most small and medium enterprises in the private economic sector is still very limited; there is still a situation of doing business in a fragmented, opportunistic, seasonal way, investing and doing business according to the crowd mentality...

These limitations are inherent and long-lasting, mainly due to subjective reasons such as institutions, mechanisms, policies, processes, procedures and implementation organizations still have many bottlenecks and barriers; the determination, efforts, daring to think and dare to do of enterprises and entrepreneurs are not great enough; awareness in society, at all levels and in all sectors is not completely complete and highly unified. This is a matter of great concern and worry, requiring timely solutions.

The General Secretary assessed that the solutions proposed by the Central Policy and Strategy Committee were quite comprehensive, with many contents of good quality and strategic orientation. The General Secretary emphasized that, first of all, it is necessary to change the mindset, awareness, way of "behaving" and acting towards this important economic sector. It is necessary to persistently change the mindset of small-scale farmers and small-scale farmers, build an industrial mindset, big thinking, big business, and a business and startup movement in the whole society. Strengthen and further expand the forms of rewards and honors for the private economic sector commensurate with the contributions and effectiveness that this economic sector brings.

There must be a clear strategy for the development of the private economic sector in line with the current development level of the economy, with the new geo-economic and geopolitical space of the country and taking into account changes in the world's geo-economic and geopolitical space to ensure that the private economy has enough capacity to develop with adaptability, resilience and high competitiveness. Mechanisms and policies must be based on strategy, adhere to strategy to go in the right direction and be synchronous, promoting overall efficiency. Along with that, there must be a clear strategy on the priority sectors and fields of national development so that all enterprises and economic sectors can focus on investment and development orientation. Focus on improving a basic step in infrastructure and human resources to serve common development; have specific policies to train human resources, especially developing high-quality human resources.

The General Secretary affirmed that the key to creating a breakthrough is to remove "institutional" bottlenecks, quickly improve the investment and business environment, remove barriers and obstacles to business development, and consistently implement the viewpoint that "people and businesses are allowed to do what the law does not prohibit". Building a favorable legal environment, an open, transparent, safe, low-cost business environment; having comprehensive and flexible support policies for the private economic sector. Ensuring equality and fairness, allowing private enterprises to access capital and means of production (land, minerals, resources, labor, etc.) no less than state-owned enterprises and foreign-invested enterprises; creating conditions for private enterprises to participate in key national projects; encouraging participation in infrastructure investment in the form of public-private partnerships.

Focus on building and effectively implementing national programs to promote the development of this area; in which, helping small and medium enterprises quickly rise to become large enterprises, having policies to support the development of large enterprises, leading a number of key and important industries and fields and reaching out to the international level. It is necessary to mobilize individual business households to strongly transform to operate according to the enterprise model; at the same time, creating a spirit of entrepreneurship and production and business throughout the country. Continue to innovate and strengthen the leadership role of the Party and the management of the State; especially, it is necessary to fundamentally and effectively resolve the shortcomings and weaknesses in the organization of the implementation of the Party's resolutions, conclusions and directives, bringing the Party's resolutions quickly and truly into life.
