On May 20, at the Royal Training and Testing Center, in Hamlet 4, Binh Loi Commune, Binh Chanh District, Ho Chi Minh City, the Traffic Police Department of Ho Chi Minh City organized the driving test and issued driving licenses to the first 255 candidates. The test took place here after more than 2 months of careful preparation, since this unit officially took over the function of managing driving testing activities from the Ho Chi Minh City Department of Construction.

On the first day of the exam, the Ho Chi Minh City Traffic Police force established two separate examination councils: one for cars and one for A1 motorbikes. The total number of candidates participating in the theory and practice exams in Ho Chi Minh City is about 600 people, divided equally among different examination locations. Specifically, the Examination Center at Hoang Gia has 255 candidates, the remaining candidates participate at examination locations at 252 Ly Chinh Thang Street (Ward 9, District 3), 8 Nguyen Anh Thu Street (My Tay Ward, District 12), and 111 Tan Son Nhi Street (Tan Son Nhi Ward, Tan Phu District). All examination activities are ensured to be in accordance with the correct procedures and transparent, under the enthusiastic guidance of traffic police officers and soldiers to create the most favorable conditions for the candidates.

Speaking at the opening ceremony, Lieutenant Colonel Truong Tran Minh Tuan, Head of the Driver's License Examination Team (PC08) emphasized that this is a new task, requiring careful preparation of personnel, facilities and modern equipment systems. He said that after a long period of preparation, the yard systems, automatic scoring equipment and monitoring systems have been thoroughly inspected to ensure the highest technical standards, in order to improve the quality of testing, limit negativity and ensure fairness in the review of driver's licenses.

On the side of the Royal Training and Testing Center, Deputy Director Huynh Thi Thu Hong shared that since May 20, the center has been closely coordinating with the Traffic Police to organize the test to meet the needs of the people, and at the same time resolve the long-standing backlog of records. The center has prepared infrastructure, modern equipment and worked overtime and on holidays to ensure progress. In particular, candidates with backlogs and needing to supplement their knowledge always receive support to master driving skills and knowledge before the exam.

Important changes in the testing process were also instructed by Ms. Huynh Thi Thu Hong, according to which candidates who fail one part of the test will not be eliminated immediately but can continue to take the remaining parts. This method helps reduce pressure and creates more fairness for candidates. Candidates who take 4 parts and fail each part can still retake the part they failed later, instead of having to retake the whole test.

During the exam, candidates went through theoretical and practical tests and simulated traffic situations via computers, helping to assess the driver's ability to handle situations. Traffic police officers and soldiers provided enthusiastic guidance, creating a sense of confidence for the candidates.

At the Royal Training and Testing Center alone, the authorities have arranged 20 officers and soldiers to be on duty at the testing site, along with 24 testing devices and 35 simulators, allowing candidates to choose to take each test separately, instead of having to take all the sections at once as before. This helps reduce pressure, creates more favorable conditions for candidates and enhances the objectivity and transparency of the exam.

Currently, Ho Chi Minh City still has more than 119,000 exam applications that have not been processed due to the temporary suspension of operations to transfer tasks from the Department of Transport and Public Works (now the Department of Construction). In order to completely resolve the backlog of applications, the Ho Chi Minh City Traffic Police Department will increase the organization of additional exam sessions in the next two months.
