Masterise Group has recently submitted a document to the Ho Chi Minh City People's Committee, proposing the preparation of an investment dossier for the Metro Line 3 project (An Ha - Hiep Binh Phuoc depot) under the public-private partnership (PPP) method, specifically a BT (build-transfer) contract.
According to the plan, metro line 3 will be 45.8 km long, starting at An Ha (formerly Binh Chanh district) and ending at Hiep Binh Phuoc depot (formerly Thu Duc city).
The route passes through many major traffic arteries such as: An Ha - Le Minh Xuan - Tan Kien station - National Highway 1 - Kinh Duong Vuong - Hong Bang - Hung Vuong - Cong Hoa intersection - Nguyen Thi Minh Khai - Xo Viet Nghe Tinh - National Highway 13 - Hiep Binh Phuoc depot.

Regarding the investment model, Masterise proposes implementing it through a public-private partnership (PPP), specifically a BT (build-transfer) contract, with payment made using land funds.
Through research, the enterprise assessed that the Metro Line 3 project meets the criteria of the PPP Investment Law, with many advantages such as mobilizing social resources and leveraging the management experience and technology of the private sector. This concretizes the spirit of Resolution 68 of the Politburo on the development of the private economy.
On the other hand, the PPP investment model also helps shorten implementation time, reduce pressure on the budget, and create conditions for Ho Chi Minh City to focus resources on investing in other key projects.
The enterprise commits to independently allocating funds to prepare the project proposal, submit it to the competent authority for appraisal and approval in accordance with regulations, and bear all costs and risks if the proposal is not approved.
Prior to proposing the investment dossier for Metro Line 3 (An Ha – Hiep Binh Phuoc depot), Masterise Group had proposed studying the investment in Can Gio Bridge, Phu My 2 Bridge, and an expressway connecting Ho Tram Tourist Area to Long Thanh International Airport.
