In order to effectively control, reduce and simplify administrative procedures, every year, the Provincial People's Committee issues a plan; a list of administrative procedures that need to be reviewed, evaluated, simplified and assigns specific responsibilities to departments, branches, sectors, and district-level People's Committees for implementation.
Require units and localities to regularly and periodically evaluate administrative procedures under their authority. The focus is on reviewing regulations and administrative procedures with a large number of implementations, directly related to people's lives and business activities; prioritize reviewing administrative procedures or related regulations that have many problems and shortcomings in the actual settlement process; focus on selecting to review administrative procedures with regulations on dossier requirements that do not create favorable conditions for the implementers; requirements on settlement time are longer than in reality.
Thereby, promptly recommending competent authorities to consider and decide on amending, supplementing, replacing, abolishing or canceling regulations and administrative procedures that are not really necessary or unreasonable, hindering the production and business activities of enterprises and the lives of people.
From 2022 to present, the whole province has reviewed and announced more than 1,700 lists of administrative procedures, including a minimum reduction of 20% of the processing time for 825 administrative procedures with a processing time of more than 10 working days, the total number of days reduced compared to the regulations is 4,998; announced 13 lists of combined, merged, and supplemented administrative procedures (combined from 26 administrative procedures) in the land sector.
The province's administrative procedure settlement information system is constantly being improved, creating favorable conditions for organizations and citizens, meeting the procedures for receiving and settling administrative procedures of agencies and units.
Currently, administrative agencies at all levels in the province are performing 1,779 administrative procedures; of which 1,330 are at the provincial level; 304 are at the district level and 145 are at the commune level; the rate of administrative procedure records performing online public services at all levels since the beginning of the year has reached more than 87%.
With the viewpoint of taking people and businesses as the center, driving force and goal of development; taking people and businesses' satisfaction as a measure of service quality of state administrative agencies, Vinh Phuc continues to seriously and resolutely implement the tasks assigned in Resolution No. 66, dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026.
To ensure the quality, efficiency and progress required in implementing the task of reducing and simplifying administrative procedures, the Chairman of the Provincial People's Committee has issued a document directing departments, branches and sectors under the Provincial People's Committee to review and reduce at least 30% of the processing time of all administrative procedures (except for administrative procedures with processing time within working days), including the list of administrative procedures, specific administrative procedures, internal administrative procedures under the authority of the Chairman of the Provincial People's Committee to promulgate, and submit to the Chairman of the Provincial People's Committee for decision to promulgate before June 30, 2025.
Conduct a review and make a list of administrative procedures for 100% of administrative procedures under the management of the sector to provide full and partial online public services; draft a decision to announce the list of administrative procedures and develop internal procedures and electronic procedures to ensure the reception and return of results for 100% of administrative procedures regardless of the administrative boundaries of the province before June 30, 2025.
In addition, it is required that departments, branches, sectors, district-level People's Committees and commune-level People's Committees comprehensively innovate the reception, settlement and return of administrative procedure results in a direction that is not dependent on the administrative boundaries of the province; digitize 100% of records and results of administrative procedure settlement; reuse digitized data information; ensure that data is always "correct, sufficient, clean, and alive", use interactive electronic forms to provide online public services to ensure smoothness, continuity, efficiency, transparency, and minimize paperwork.
In the coming time, the province will promote decentralization and delegation of authority in administrative procedures associated with resource allocation, promoting the implementation responsibility of all levels and sectors in the direction of reducing the handling of administrative procedures by superior agencies.
Comprehensively innovate, improve the effectiveness of the one-stop shop and inter-connected one-stop shop mechanisms, ensure publicity and transparency, optimize the internal administrative procedure implementation process, improve labor productivity, effectiveness and efficiency of management; improve the quality and efficiency of the operations of one-stop shops at all levels.
Along with that, continue to upgrade the provincial Administrative Procedures Information System to ensure that officials, civil servants and public employees at the Provincial Public Administration Service Center and the receiving and returning results departments at all levels can receive, digitize, transfer electronic records and return results of administrative procedures regardless of administrative boundaries.
Focus on training, fostering, and improving the professional capacity, skills, and expertise of cadres, civil servants, and public employees; review the actual situation and capacity of public postal service providers to continue implementing the mechanism of assigning public postal service providers to undertake one or several tasks in the process of guiding, receiving, digitizing records, and returning results of administrative procedure settlement.
