Focus on fighting smuggling, trade fraud and counterfeit goods

BAC GIANG - On the afternoon of April 21, Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee against smuggling, trade fraud and counterfeit goods (National Steering Committee 389) chaired a national online conference to review the work of the first quarter of 2025, discussing directions and tasks for the coming time. At the Bac Giang bridge, comrade Pham Van Thinh, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee 389 chaired.

According to the report of the National Steering Committee 389, in the first quarter of 2025, units and localities arrested and handled 30,651 violations. Of which, the authorities detected and arrested 6,754 cases of trading and transporting prohibited and smuggled goods (up 74.51% over the same period last year); 22,774 cases of trade fraud and tax fraud (down 11.06%); 1,113 cases of counterfeit goods and intellectual property violations (down 20.90%); collected more than VND 4,616.7 billion for the state budget (up 59.45%); prosecuted 1,328 cases, 2,046 subjects (up 21.35%). In April, a large case of fake milk was discovered in Hanoi and fake medicine in Thanh Hoa.

In Bac Giang, the authorities have detected and punished 532 cases and 532 subjects for administrative violations. Notably, a case of fake pesticide production was recently discovered in Tan Hung commune (Lang Giang). Currently, the authorities continue to investigate and handle the case according to regulations.

At the conference, some delegates analyzed the tricks of those who produce and trade in counterfeit, poor quality, and smuggled goods. The main tricks are still taking advantage of remote areas to produce counterfeit goods; exploiting the psychology of people who want to use cheap branded goods; delivering goods at night or early in the morning... In addition, there are some loose legal regulations, with loopholes for those who exploit them.

It is forecasted that in the second quarter, the trade war between a number of countries will continue to escalate, causing negative impacts on the global economy , directly affecting the Vietnamese economy.

Taking advantage of the above situation, subjects will increase smuggling, trade fraud, buying and selling, transporting prohibited goods, trading, illegally transporting smuggled goods, counterfeit goods, transporting goods with fake Vietnamese origin for export to third countries. Taking advantage of the increasing trend of e-commerce, buying and selling via social networking sites, express delivery..., subjects will increase smuggling, trade fraud and counterfeit goods activities with increasingly sophisticated methods and tricks.

Accordingly, the National Steering Committee 389 requested the Steering Committees 389 of ministries, branches, provinces and cities to review and strengthen the Steering Committee 389; closely follow and develop programs, plans and solutions for anti-smuggling, trade fraud and counterfeit goods in accordance with the local situation and task requirements; especially focus on effectively combating and preventing the illegal buying, selling and transporting of drugs, smuggling and illegal transport of gold, foreign currency and fake goods of Vietnamese origin for export to other countries.

Assign the Standing Office of the National Steering Committee 389 to monitor and urge the Steering Committees 389 of ministries, branches, provinces and cities to strictly implement the reporting regime according to regulations.

Concluding the conference, Deputy Prime Minister Bui Thanh Son emphasized that fighting against smuggling, trade fraud and counterfeit goods is a great responsibility and has important significance for the people and the country. Therefore, it is necessary to resolutely and synchronously implement solutions.

He requested the Office of the National Steering Committee 389 to absorb and synthesize the recommendations at the conference, clarify the methods of operation, causes and limitations; lessons to be learned; and directions for tasks to be implemented in the coming time.

The Deputy Prime Minister emphasized that despite many difficulties and challenges in the past, the fight against fraud, smuggling and counterfeit goods has received attention from the Party and State and achieved positive results.

The Deputy Prime Minister commended the forces that have actively participated, especially the frontline forces such as: Police, border guards, market management...; at the same time, he also pointed out some limitations such as: The situation of smuggled goods illegally transported across the border is very complicated; even in the domestic market, fake and poor quality goods are sold openly; legal regulations have not been comprehensive enough to fully and strictly manage goods; coordination in sharing information and data is not good.

From that reality, the Deputy Prime Minister requested to continue to identify tricks, thereby having better ways to handle them. It is necessary to raise awareness and responsibility of forces participating in the fight against counterfeit goods, fake goods, and trade fraud. Steering Committees at all levels continue to synchronously deploy solutions, strictly implement telegrams and instructions of the Government and the Prime Minister on the fight against counterfeit goods, poor quality goods, and trade fraud.

The comrade assigned the Ministry of Justice to preside over and coordinate the review of related documents to have sanctions and specific regulations for each violation. The Office of the National Steering Committee 389 will develop a coordination mechanism with localities. The local Steering Committee 389 will guide and coordinate forces involved in the fight against smuggling, trade fraud and counterfeit goods.

Strengthen digital transformation and apply technology in the activities of the steering committee. It is necessary to consider the implementation of this activity as a cause of the whole people.
