Bring the country to a new level of development
According to Professor Phung Huu Phu, a new era is a period of time that can be a century or a relatively long period. That period of time marks a qualitative leap forward, a change in the level of development of a country, a nation, or all of humanity, or a field. Especially preparing for the next step of development.
For our country, from 1930 to now, since the Communist Party of Vietnam took the lead, our country has entered a new era, the Ho Chi Minh era. We have gone through two eras: the first era was the era of independence and freedom (1930-1975) and then the resistance wars against colonialism and foreign invaders. Accordingly, from an invaded country, our country has become a sovereign, independent country.
The second era is the era of unification, innovation and development from 1975 to present; especially the innovation process that began in 1986 when it created historical changes that turned our country from an underdeveloped, backward agricultural country into a developed nation.
Therefore, the third era is to continue to develop the country to a new height, a new level. At the same time, inheriting the results from the two previous eras, in accordance with the development law of "national independence associated with socialism". In this third era, we focus on building socialism, firmly consolidating and enhancing the value of national independence. This era is in accordance with the dialectical development of "independence, freedom, happiness". So when does the new era begin?
In response to this question, Prof. Dr. Phung Huu Phu said that the Central Committee highly agreed that we started from the 14th National Party Congress, marking 40 years of innovation in our country. We have enough opportunities and advantages to enter a new era. In which, we must resolutely overcome weaknesses and backwardness so as not to fall behind other countries in the world. Therefore, the new era is a process of double breakthroughs, or more correctly, taking shortcuts, determined to overcome weaknesses to achieve the set goals. In which, we must recognize the right opportunity, seize the opportunity to implement it effectively.
Prof. Dr. Phung Huu Phu said that the initial work is to fundamentally change thinking, create high unity of thought, and create great determination in implementation. Because, looking at the development history of our Party over the past 95 years as well as each historical stage, it shows that each stage has different tasks. In which, the August Revolution in 1945 was the peak of the national liberation revolution. Since implementing the renovation process in 1986 until now, we have a clearer understanding of our country's path to socialism.
Therefore, when entering a new era - the era of national development, it requires us to renew our thinking and scientific awareness of the path to socialism, production relations, infrastructure, and superstructure. In particular, the 4.0 Revolution makes it impossible for us not to innovate. So, paving the way to a new era is to continue to strongly renew our thinking, create high unity of thought, and build the determination of the entire nation.
The Party's correct leadership is the decisive factor for success.
According to Prof. Dr. Phung Huu Phu, to enter the new era, there are still many major barriers and obstacles that need to be resolved. There are two obstacles: institutions (legal system, policy mechanism) and institutions (organizational system). Therefore, we must focus on removing these two bottlenecks. In particular, we must fundamentally innovate the institutional system from legislative and executive work to practical application. Especially the overlap in laws related to people's lives. Along with that, we must focus on reviewing and eliminating mechanisms and policies that are hindering the country's development. From there, we will build a more open legal system to unlock resources, promote innovation and creativity to create new momentum for the country's development.
Professor, Dr. Phung Huu Phu pointed out that the institutional bottleneck is that over the years, we have innovated a lot but the organizational apparatus has not kept up with and is not compatible with economic innovation and social change. Therefore, the organizational apparatus is still cumbersome, overlapping, fragmented, and operates ineffectively and efficiently. Therefore, General Secretary To Lam emphasized the need to organize a revolution.
In which, we must change our awareness and implement it thoroughly, resolutely and synchronously. In particular, we must have a correct awareness of this policy and review whether there are any overlapping focal points according to the principle of "one organization doing many things, one task only one focal point is responsible for". If the apparatus is overlapping and cumbersome, it will eliminate focal points, be costly, and waste time and money. Therefore, we must concentrate highly on organizing a revolution in the apparatus organization; making a revolution cannot avoid sacrifice, we must "sacrifice the small things for the big things".
According to Prof. Dr. Phung Huu Phu, looking at the whole picture, compared to the world, our country is still backward in many ways, in which many indicators are only at the average level, even low average compared to the world. If we want to rise up and become powerful, we must grasp and do it by all means, which is the digital transformation revolution. Because any country or organization that grasps digital transformation can create an unprecedented leap forward. The 4.0 Industrial Revolution helps underdeveloped countries to go further, through building digital transformation, digital government, and digital citizens. Therefore, the 4.0 Industrial Revolution is a lever to bring our country into a new era and we must prepare digital infrastructure, digital technology, digital human resources, especially in industries and fields in which Vietnam has strengths.
To answer the question of what strength our country relies on to develop in the new era? Prof. Dr. Phung Huu Phu said that our country has many strengths, but we must maximize our resources and motivations. To enter the new era, we need to best exploit and optimize both tangible and intangible resources, both domestic and foreign. In particular, the issue of saving and fighting waste needs to be given priority and become the top national policy, the political task of the Party, and the self-awareness of each citizen.
Besides resources, motivation is also very important and is created from interests. Therefore, the new era requires promoting the strength of national unity, the strength of the industrious, creative, and patriotic Vietnamese people. This motivation can only be achieved on the basis of consolidating and fostering people's trust in the leadership of the Party - this is the invincible strength so that nothing is impossible for us.
In order for us to keep up with the times and gradually stand shoulder to shoulder with the world powers, Professor Phung Huu Phu believes that this is also the wish of President Ho Chi Minh, so this new era is the realization of his wish for our country to stand shoulder to shoulder with the world powers. To do that, it is necessary to promote Vietnam's soft power, specifically the national value system, cultural value system and foreign policy...
Finally, regarding the decisive factor for the success of building a new era, Prof. Dr. Phung Huu Phu said that the correct leadership of the Party is the leading factor determining success. In this new era, the historical responsibility of the Party is heavier and more glorious. Never before has the task of building and rectifying the Party been as urgent as it is now; the Party must be the great helmsman leading our country to the shore of happiness.
According to Prof. Dr. Phung Huu Phu, in this new era, Party building and rectification must be more drastic, regular and effective. At the same time, the Party must become a symbol of the intelligence, morality and conscience of the nation and humanity. In particular, it is necessary to promote the creativity of Party organizations as well as the sense of responsibility of each Party member. Strengthen decentralization and authorization for localities to decide, act and take responsibility. In that spirit, each cadre and Party member must be exemplary, meeting the requirements and tasks of the new era, which are to think, speak, act and dare to take responsibility.
