Concentrating resources, maintaining progress of Southern expressway projects

Minister of Transport Tran Hong Minh requested the My Thuan Project Management Board and Project Management Board 7 to proactively remove difficulties and maintain the progress of the projects that the two units are implementing, including expressway projects.


On the afternoon of December 3, Minister of Transport Tran Hong Minh worked with Project Management Board 7 and My Thuan Project Management Board in Ho Chi Minh City on a number of projects the two units are implementing.

After listening to the report, Minister Tran Hong Minh highly appreciated the efforts of the leaders, staff of Project Management Board 7, My Thuan Project Management Board and the contractors directly implementing the projects.

According to the Minister, although the project encountered many difficulties in terms of material sources, weather... everyone made efforts to ensure progress as planned.

The Minister noted that leaders of units need to continue to maintain progress at the construction site and not be subjective. Projects with milestones in 2025 need to focus maximum human and material resources to complete them, contributing to ensuring the goal of having 3,000km of expressways nationwide by 2025.

"With difficulties and problems, the leaders of the two project management boards will coordinate with the departments and offices of the Ministry of Transport to handle them. For issues beyond their authority, they will report to the leaders of the Ministry," Minister Tran Hong Minh directed.

Previously, reporting to the Minister, Acting Director of Project Management Board 7 Le Quoc Dung said that the unit is constructing 6 projects (2 expressway projects in the 2017-2020 period, 2 expressway projects in the 2021-2025 period and 2 PPP projects).

In addition, the unit was assigned to prepare 4 projects, of which 3 projects use public investment capital and one PPP project (expansion of Ho Chi Minh City - Trung Luong - My Thuan expressway).

For this PPP project, Project Management Board 7 is the unit that organizes the preparation of the pre-feasibility study report. The investor proposing the project is the Investor Consortium of Deo Ca Group Joint Stock Company, Ho Chi Minh City Infrastructure Investment Joint Stock Company - Tasco Joint Stock Company.

The project has a total length of 91km, passing through Ho Chi Minh City, Long An province and Tien Giang province. The preliminary total investment excluding interest is 33,455 billion VND, including interest is 38,693 billion VND.

Regarding 6 projects under construction, Mr. Dung reported that the unit is following the progress, including the My Thuan 2 bridge project and the approach roads at both ends of the bridge (started in March 2023, expected to be completed in December 2024); Vinh Hao - Phan Thiet project (the main road has been put into operation, the documents are being completed and submitted for settlement, at the same time, 2 rest stops are being built).

For the two expressway projects under construction, Chi Thanh - Van Phong and Van Phong - Nha Trang, the progress is closely following the plan, to be completed in 2025.

Meanwhile, Mr. Tran Van Thi, Director of My Thuan Project Management Board, reported that the unit is constructing 6 projects, of which 3 expressway projects are scheduled for completion in 2025 (Can Tho - Ca Mau expressway; Cao Lanh - Lo Te route upgrade project and Lo Te - Rach Soi route road surface upgrade project).

For the remaining 3 projects under construction (Rach Mieu 2 Bridge, component project 1A Tan Van - Nhon Trach section, My An - Cao Lanh project phase 1), the progress is very good. In particular, component project 1A Tan Van - Nhon Trach section is 4 months ahead of schedule, expected to open to traffic on April 30, 2025.

In addition, My Thuan Project Management Board is also preparing to invest in 4 projects, including Can Tho 2 Bridge project and the approach roads at both ends of the bridge; Ha Tien - Rach Gia - Bac Lieu Expressway project; upgrading and expanding route N2, Duc Hoa - My An section; My Thuan - Can Tho Expressway project phase 1 (expected to start construction in the first quarter of 2025).

Mr. Thi said that during the implementation process, the unit received attention and direction from the Government and the Ministry of Transport, so the problems were gradually resolved. However, some projects still encountered difficulties in sand and crushed stone materials to treat weak soil and clear the site.
