Focus on developing the semiconductor industry

On the morning of August 4, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for Semiconductor Industry Development, chaired the second meeting of the Steering Committee to evaluate the implementation results of the previous meeting's conclusions and set out key tasks in the coming time.

The meeting was held directly at the Government headquarters and connected online to a number of points in provinces and cities. Attending the meeting were Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee; representatives of leaders of ministries, branches, localities and members of the Steering Committee.

Attending the meeting at the online bridge of Thai Nguyen province were comrade Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and leaders of relevant departments, branches and units.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized: The fourth industrial revolution is developing very strongly, involving many fields, especially the semiconductor industry, with rich and developed production chains in many countries. Each country is aiming for self-reliance, while affirming its increasingly important role in the global economic structure and supply chain.

In the country, many activities related to the industrial sector are being implemented with increasing attention and scale. Notably, Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation, creativity and national digital transformation has affirmed the Party and State's policies and viewpoints in this field.

The Prime Minister also commented that Vietnam is also facing many challenges due to the explosion of the fourth industrial revolution and the strong development of artificial intelligence, including the semiconductor industry. In response to that requirement, we need to mobilize maximum resources to overcome and create a strong breakthrough; review and clarify the limitations and causes to promote the development of the semiconductor industry...

According to the report at the meeting, Vietnam is entering a period of strategic transformation in the context of the fourth industrial revolution taking place strongly, with remarkable breakthroughs in strategic technology fields, especially semiconductors and artificial intelligence. With advantages in population size, high number of students studying STEM, competitive labor costs and stable investment environment, Vietnam has a great opportunity to become an important link in the regional and global semiconductor supply chain.

In that context, Vietnam clearly identifies that the development of science and technology, innovation and digital transformation are decisive factors for the development of countries; are the prerequisites and the best opportunities for our country to develop richly and powerfully in the new era. At the same time, the work of building and perfecting institutions has always been identified by the Party and State as a key task, one of three strategic breakthroughs to create a legal corridor and a favorable environment for the development of the semiconductor industry...

Thai Nguyen province is currently ranked 4th in the country in terms of industrial production value. The province has 220 foreign direct investment (FDI) projects with a total registered capital of 11.26 billion USD, of which about 70% of these projects belong to high-tech manufacturing industries, showing great potential and opportunities in participating in the global semiconductor value chain.

Concluding the meeting, the Prime Minister highly appreciated the preparation work of ministries and branches in completing reports and shaping the development of the semiconductor industry. In addition, the Prime Minister also pointed out some limitations, such as: Incomplete institutions, in-depth international cooperation, slow technology transfer...

In the coming time, the Prime Minister requested and set a goal for this field, which is to produce semiconductor chips.

The Prime Minister also requested to develop a comprehensive semiconductor ecosystem; perfect preferential policy mechanisms, remove bottlenecks in infrastructure and institutions, shift from attracting investment to selective preferential policies; develop equality between the public and private sectors, promote international cooperation; develop semiconductor chips according to a competitive and equal mechanism.

The National Steering Committee for Semiconductor Industry Development needs to closely follow the goals for direction; strengthen supervision and inspection, improve the organization, proactively and effectively deploy tasks...
