Focus on construction of riverside road phase 1

After more than 3 years of slow construction due to problems with land and filling materials, last August, contractors of the Riverside Road project phase 1 (from Dam Nha Mac intersection to Provincial Road 338) began to re-organize concentrated construction, closely following the goal of completing the project in 2025.

The contractor is focusing on constructing the bridge abutment and the road at the head of the Rut River bridge.

The Riverside Road Project Phase 1 (from Dam Nha Mac intersection to Provincial Road 338) is designed as a level III plain road, 11.42km long, 4 lanes, 15m wide roadbed. The starting point connects with branch line 5.2 of Dam Nha Mac intersection, the end point connects with Provincial Road 338 at Km6+838. On the route, 2 bridges are designed to cross Rut River and Chanh River in Quang Yen Town, the total investment after adjustment is more than 2,100 billion VND from the provincial budget, the project was implemented from June 2021.

However, from the time of commencement, the project could not implement all items simultaneously due to the lack of construction site; the entire route mainly passes through swampy areas, weak ground, forcing the implementation of soil replacement and foundation treatment plans, while the source of materials such as soil and sand for filling is very scarce. Therefore, the contractor was forced to carry out the construction of possible items such as organizing the embankment of the boundary line, and clearing the vegetation of the handed-over site locations. In the entire project, only 2 bridges, the Rut River and the Chanh River, met the progress requirements due to ensuring the site and not being affected by the source of filling materials.

In that context, Quang Ninh focused on finding solutions, requiring Quang Yen Town to speed up site clearance, report and coordinate with relevant agencies to convert natural forest land and rice land; prioritize the arrangement of soil mines in the area, work with sand suppliers to facilitate supply to the project, serving the organization of roadbed construction. At the same time, contractors were required to mobilize human resources, vehicles, and organize to overcome difficulties, and construct at qualified locations to prepare for the acceleration phase to speed up progress.

Mr. Nguyen The Anh, representative of contractor 484 Joint Stock Company, said: The shortage of filling materials is common throughout the country because neighboring localities are also simultaneously implementing projects. This directly affects the progress of the Riverside Road Phase 1. After many specific and appropriate solutions were directed by the Provincial People's Committee, the difficulties have been gradually resolved. Taking advantage of the dry season weather, the contractor is arranging 4 construction teams on the route, ensuring enough human resources and means to speed up the progress. It is expected that by the end of 2024, the construction of the K95 embankment layer and loading will be completed to wait for subsidence of the entire route.

According to the investor's assessment, up to now, the project has implemented over 50% of the total volume of items. Of which, the main structural items of the Rut River Bridge and Chanh River Bridge have been completed, the contractor is focusing on constructing the bridge abutments and the bridgehead road. For the road section, the sand layer has been completed, the absorbent wicks have been installed, and the absorbent wicks are being covered to treat weak soil for nearly 3km; other locations are still being dug to replace soil and fill sand to restore the weak soil treatment sections. According to the current progress, the project will be completed in 2025 as scheduled by the Provincial People's Committee.

To ensure this progress, the investor representative requested Quang Yen Town to completely resolve the remaining site problems. Because the work of handling weak ground is being focused on using sand filling techniques, then installing wicks and loading the soil, waiting for the longest subsidence section from 7 to 9 months. However, on the route, there are still some agricultural land areas and land areas that are interspersed and intersect the road, making it impossible for the contractor to access for construction; the work of relocating technical infrastructure works such as power lines and clean water lines is still slow..., greatly affecting the project's progress.

The first phase of the riverside road is an important driving force project in the province's development strategy, contributing to expanding development space and connecting the western region... Relevant units need to actively participate to soon complete the project, put it into operation, use, and promote immediate effectiveness after investment.
