Focus on implementing the campaign to enrich and clean up the national land database

On the afternoon of November 14, Vice Chairman of the Provincial People's Committee Le Van Su chaired an online meeting with communes and wards in the province on implementing the campaign to enrich and clean up the national land database.

Within the framework of the 90-day Campaign on cross-checking land user data with the National Population Database from September 1 to October 23, 2025, Ca Mau province has reviewed, compiled and handed over a list of 845,025 land plots with information on land users in 64 communes and wards in the province to the Department of Police for Administrative Management of Social Order (C06), Ministry of Public Security to cross-check with the National Population Database.

The results of the reconciliation show that 842,754 land plots have land user information that has been verified and matched with information in the National Population Database, reaching a rate of 98.65%. The remaining 2,271 cases need further processing; of which, 1,129 cases have incorrect information and 1,142 cases cannot be reconciled with the National Population Database.

The meeting was connected online to communes and wards in the province.

To date, the conversion of all land plot data to the two-level system has been completed with full information on administrative unit codes, map sheet numbers and new addresses. This is an important step to complete on schedule, creating a foundation for the next stages of the campaign; at the same time, preparing for the construction of land plot identification codes and connecting to the national digital address platform.

By November 10, 2025, the group had built a database and the data being used and ensured to be "correct - sufficient - clean - alive" was 217,036 plots. 956,645 plots of land from the VNPT -iLIS Land Information System were synchronized to the National Land Database.

At the meeting, delegates said that the data elements of the transition from the three-level government model to the two-level government model were not synchronized, causing difficulties in the process of updating land data information of the people. Delegates exchanged and discussed to reach an agreement on the method of cross-checking, synchronizing, and connecting land data information between relevant units with the national population database, ensuring speed, accuracy, completeness, cleanliness, and liveness.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Van Su highly appreciated the efforts of agencies, units and localities that were determined to carry out the campaign to enrich and clean up the national database on land in the province.

Regarding the difficulties and problems that localities are facing, Vice Chairman of the Provincial People's Committee Le Van Su requested the Department of Agriculture and Environment, based on the assessment of the achieved results, to advise the Provincial People's Committee on proposals and recommendations to the Central Ministries and branches to soon have solutions for localities to carry out the remaining tasks.

In the process of updating land use right certificates of households, especially those with mortgages at banks, Vice Chairman of the Provincial People's Committee Le Van Su requested relevant units to coordinate and agree on a common implementation method, ensuring compliance with legal regulations on customer information security, but must keep up with the schedule of updating, connecting and sharing land data.

Vice Chairman of the Provincial People's Committee Le Van Su requested relevant units to develop a clear and specific plan for the tasks to be implemented in the coming time; have detailed instructions to ensure that officials at all levels have sufficient conditions to participate in the campaign. Continue to promote propaganda work to spread widely to the masses so that they understand the purpose and requirements of the campaign, and coordinate with local authorities to implement it.
