The document clearly states: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (collectively referred to as Resolution 57) is a major policy of the Party, of strategic significance, meeting the requirements of rapid and sustainable development of the country in the new period.
Recently, the Central Steering Committee held a conference to review the work of the first 6 months of the year and key tasks for the last 6 months of 2025 to implement Resolution 57.
General Secretary To Lam , Head of the Steering Committee, chaired and concluded the Conference, emphasizing the spirit of "Resolute, persistent, steadfast, and doing everything possible to strengthen the trust of the whole society", being more determined in directing, operating, removing bottlenecks, and focusing resources to create substantial and sustainable results in the last 6 months of 2025 and the following years.
Two "pillar" Plans of Resolution 57 have been issued, including: The Strategic Action Plan to implement Resolution 571 with a new approach towards concentration, focus, and key points, avoiding resource dispersion and the Plan to promote interconnected, synchronous, fast, and effective digital transformation to meet the requirements of restructuring the apparatus of the political system is an important concretization step to organize the synchronous, interconnected, and effective implementation of Resolution 57, meeting the requirements of restructuring the apparatus of the political system in the new period.
To implement Resolution 57, the Ministry of Culture, Sports and Tourism established Steering Committee 9343 and issued Plan 13814 as the "backbone" to implement the task of developing science, technology, innovation and national digital transformation in 2025.
With the proactive and flexible coordination of the three standing units (Ministry Office, Department of Science and Technology, Training and Environment, Center for Digital Transformation of Culture, Sports and Tourism), the Ministry has initially achieved some positive results in terms of targets and progress.
However, there are also unfinished tasks, overdue tasks and facing many difficulties and challenges.
The bottleneck and root cause of the above limitations are that the leadership mindset, coordination mechanism, resource allocation and political determination of the agencies and units directly assigned to take charge of implementing the tasks have not met the requirements of the tasks in the new context.
If these limitations and difficulties are not focused on and resolved resolutely and promptly, they will become major barriers, directly affecting the progress and quality of implementation of assigned goals and tasks that the Ministry of Culture, Sports and Tourism must complete.
Given the above situation, the Minister - Head of Steering Committee 934 requested the Deputy Ministers and Heads of Departments, Divisions, and Directors of the Center for Digital Transformation of Culture, Sports and Tourism to promote a proactive spirit, political determination, and focus on synchronously and effectively implementing key tasks in the last 6 months of 2025.
Deputy Ministers in their assigned fields direct the Departments and Divisions to continue reviewing, advising on amendments and supplements to relevant legal documents, ensuring the goal of removing difficulties, obstacles and legal bottlenecks by 2025, and adding provisions on activities in the digital environment to legal documents advised by the Ministry of Culture, Sports and Tourism to develop or promulgate (including bottlenecks in specialized fields in general and in the fields of science, technology, innovation and digital transformation in particular). Innovate thinking and orient the development of laws in the direction of both ensuring state management requirements and encouraging creativity, liberating all productive forces, and unlocking all development resources.
The Deputy Minister was assigned to direct the Department of Grassroots Culture, Family and Library to preside over and coordinate with the Legal Department to develop and complete detailed regulations and instructions for the implementation of the Law amending and supplementing a number of articles of the Law on Advertising to ensure timely completion, in sync with the time the law takes effect; propose mechanisms and policies to promote the development of science, technology, innovation and digital transformation.
Direct the Department of Science, Technology, Training and Environment to proactively study Plan No. 01-KH/BCĐTW dated June 2, 2025 of the Central Steering Committee to issue a Strategic Action Plan to implement Resolution 57 (with 6 Systems, 30 Initiatives) and guidance documents of the Standing Agency of the Steering Committee (if any) to specify in the List of key tasks in 2025 on science, technology and innovation development of the Ministry in Appendix 2 of Plan 1381, in accordance with the Strategic Systems and Breakthrough Initiatives. Completed in July 2025.
Direct the Department of Radio, Television and Electronic Information to ensure the progress of the task of developing and promulgating the Code of Conduct for Culture in the Digital Environment. To be completed in December 2025.
Direct the Center for Digital Transformation of Culture, Sports and Tourism: Urgently submit to the Ministry's leaders a detailed plan to implement Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on the Plan to promote interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus. Complete before July 15, 2025.
Ensure the progress of the task of developing and implementing the Digital Transformation Project in the field of Culture and Data Strategy of the Ministry of Culture, Sports and Tourism. To be completed in December 2025.
Direct the Vietnam National Administration of Tourism to ensure the progress of the implementation of the Smart Tourism Model applying the utilities of Project 06, ensuring connection with Project 06. Complete no later than November 2025.
The Minister also requested Heads of agencies and units to: Seriously carry out the tasks (chair/coordinate) assigned in Plan 1381 and specific implementation documents to ensure progress, completed products, and not to miss or delay tasks.
Strictly implement the reporting regime, be responsible for the content of the tasks, send to the Subcommittees assisting the Steering Committee 934 periodically before the 25th of each month to update data on the Information System for monitoring and evaluating the implementation of Resolution 57 (nq57.vn).
The Minister assigned the Ministry's Office to inspect, monitor, and urge agencies and units to perform tasks related to Resolution 57; promptly report to the Ministry's leaders on cases of slow progress and overdue tasks.
The Minister requested the Deputy Ministers and requested the Heads of Departments, Divisions, and Directors of the Center for Digital Transformation of Culture, Sports, and Tourism to thoroughly grasp, seriously implement, prioritize resources, and strive to complete the key tasks of the last 6 months of 2025 on science, technology development, innovation, and national digital transformation with the spirit of "only discussing action, not backtracking".
