Total state budget revenue in the area reached VND 9,330.8 billion, reaching 84% of the estimate, up 14.6% and total domestic revenue reached VND 7,972.6 billion, reaching 80.5% of the estimate, exceeding the schedule, up 13.8% over the same period.

Many revenue sources achieved higher than estimated
There are 10/15 revenue items reaching 75% or more of the estimate, such as: revenue from foreign-invested enterprises reaching 95% of the estimate; revenue from the non-state sector reaching 79.9% of the estimate; non- agricultural land use tax reaching 90.6% of the estimate; environmental protection tax reaching 75% of the estimate; fee and charge collection reaching 101% of the estimate; revenue from granting mineral exploitation rights reaching 93.4% of the estimate; other budget revenue reaching 102% of the estimate; revenue from public assets, public land fund...
According to the Department of Finance, some revenue sources increased compared to the estimate and the same period, mainly due to signs of economic recovery, some production and business households and key enterprises paid corporate income tax and value added tax increased dramatically, such as: Sailun Vietnam Co., Ltd. increased by 143.6 billion VND, Cocreation Grass Corporation Vietnam Co., Ltd. increased by 51 billion VND, Thanh Thanh Cong Bien Hoa Joint Stock Company increased by 39.6 billion VND, Can Sports Co., Ltd. increased by 30 billion VND, Hung Duy Trading and Technology Import-Export Co., Ltd. increased by 26 billion VND, Mat Troi Joint Stock Company increased by 16.3 billion VND...; strong increase from fees for using infrastructure works, service works, public utilities in the border gate area... In general, production and business activities of enterprises have changed positively, difficulties and obstacles continue to be focused on being resolved.
In the first 9 months of 2024, many industries and sectors continued to recover and had positive prospects; many policies and solutions to remove difficulties and obstacles have been and are proving effective. However, the economy still has shortcomings and limitations, facing many unpredictable difficulties and challenges that affect the State budget revenue and the implementation of regulations on tax exemption and reduction.
There are 5/15 revenue items below 75% compared to the estimate, including: Revenue from foreign enterprises reached 63.4% of the estimate, down 5.2% over the same period; registration fee reached 65.2%, up 0.4% over the same period; personal income tax reached 74.2% of the estimate, up 6.8% over the same period; land use fee collection reached 59.4%, up 4.4% over the same period; land rent collection reached 69%, up 77.3% over the same period.
Some revenue sources were not achieved, mainly due to low revenue from value added tax of key enterprises of the central enterprise sector; demand for purchasing and transferring real estate in the locality was still lower than expected, the real estate market showed no signs of recovery, and the number of purchase and transfer transaction records was still low, affecting the collection progress.

2024: Estimated budget revenue exceeds estimate
The estimated State budget revenue for the last 3 months of 2024 is 2,149 billion VND, the total accumulated State budget revenue in the area in 2024 is 11,480 billion VND, reaching 103% of the estimate (the estimated State budget revenue is 11,100 billion VND); of which, domestic revenue is 1,927 billion VND, accumulated 8,650 billion VND; revenue from import and export activities is 221 billion VND, accumulated 1,580 billion VND.
To achieve the set goals, the Provincial People's Committee requested that sectors and levels must deploy collection tasks, effectively implement the Law on Tax Administration, ensure correct, full and timely collection of taxes, fees, charges and other revenues to the State budget according to regulations, focusing on exploiting revenue sources from production and business activities.
Focus on reviewing all revenue sources, accurately identifying potential, untapped revenue sources with room to organize measures to increase revenue and compensate for revenue shortfalls. Closely follow, regularly update and evaluate the situation, identify economic trends and developments in the locality, region in the medium and long term, organize reviews and evaluate the impact of tax exemption, reduction and extension policies in 2024 on the 2024 budget collection task.
Evaluate the business results of petrol stations after fully implementing electronic invoices for each sale, compare sales revenue, sources of goods purchased from key/intermediary companies; increase and decrease in tax amount... promptly detect signs of fraud risks, thereby proposing to immediately inspect these businesses and stores.
Closely monitor the progress of debt collection and tax debt enforcement of units to promptly urge; focus on urging taxpayers to fully pay all taxes arising after final settlement to the State budget in a timely manner according to regulations; strictly and fully implement measures to urge and enforce tax debt collection, publicly disclose information according to regulations, promote the application of exit ban measures; continue to closely coordinate with local Party committees, authorities, relevant departments and branches in recovering tax arrears. Strive for the debt ratio to be collectible to be below 5% of the total State budget revenue in 2024 by December 31, 2024.
The Provincial People's Committee also requested all levels and sectors to implement policies on tax extension and reduction... for the right subjects; focus on promptly removing and resolving difficulties and obstacles for businesses, improving the business environment, supporting businesses to restore production, promoting economic growth, creating a premise to increase revenue for the State budget.
Closely coordinate with local levels and sectors to thoroughly grasp and resolutely direct the implementation of the management of electronic stamps for cigarettes and alcohol in the area; strengthen inspection and control of production and trading activities of products for sale and circulation in the area; promote communication to each commune, ward, town, civil servants, workers, and organizations producing alcohol and tobacco; at the same time, thoroughly grasp all levels, sectors, unions, units, organizations, and State agencies to direct not to use products without stamps or products that do not ensure their origin according to regulations.
In addition to the above tasks, Vice Chairman of the Provincial People's Committee Duong Van Thang requested all levels and sectors to support investors and project owners to speed up the implementation of projects with investment policies and projects that need to be accelerated, such as urban and infrastructure projects...
Regarding the basic construction investment task, determining the task in the fourth quarter is relatively heavy, therefore, it requires determination and high determination of all levels, sectors, localities and investors.
Regarding the issue of state budget collection, it is estimated that in 2024 the province will exceed the estimate by 380 billion VND. The Vice Chairman of the Provincial People's Committee requested localities that have collected over or under the estimate, and the Budget Collection Steering Committee. All levels should strengthen budget collection management, develop plans to exploit potential revenue sources that have not been well managed, such as revenue from mineral resource exploitation, e-commerce, project transfers, etc.
