Lesson 1: Advantages in the mountains and forests
To develop the Tu Lu Tia Lo community tourism model, Dien Bien Dong district mobilized the entire political system to join hands with the people of the two villages. After more than a year of efforts, a community tourism village has initially taken shape.

Tia Lo A and Tia Lo B villages are where the Mong people have lived for a long time, still preserving their traditional culture and customs. The residential space of the people here blends into the majestic, wild and romantic landscape of mountains, forests, rivers and lakes, creating an attraction for tourists to explore and experience.
Tia Lo is located at the foot of Phu Long mountain, in a prime location surrounded by famous landscapes of Dien Bien Dong district. Above is Phu Long peak, located at an altitude of 2,000m above sea level. From here, visitors can enjoy the majestic beauty of the mountains and forests and observe the relic of the Dien Bien Phu Campaign Command Headquarters (Muong Phang commune, Dien Bien Phu city). Phu Long peak is famous for its beautiful check-in spots, diverse ecosystems, especially the natural bamboo forest that is dozens of years old. Below the village is Noong U lake, nearly 4 hectares wide, surrounded by lush green pine forests, creating a poetic scene. Next to it is Keo Lom market (Keo Lom commune) and Nam Ngam lake (Pu Nhi commune), which are prominent destinations of Dien Bien Dong .

Village elder Cu Chu Tu shared: The Mong people have lived here for generations. They still preserve almost all of their traditional culture, from house architecture, musical instruments, and costumes. Notably, Tia Lo is one of the rare villages in Dien Bien Dong that has no social evils, creating a peaceful and unique community.
Tia Lo is about 30km from the center of Dien Bien Phu city and about 20km from the center of Dien Bien Dong district with many roads paved with asphalt and solid concrete.
Mr. Sung A U, Secretary of the Noong U Commune Party Committee, said: In recent years, the national highway through Noong U Commune has been extensively invested and upgraded. The roads from the commune center to the villages and the inter-commune and inter-village routes have been invested in by the District People's Committee to be concreted. This is a favorable condition for the people of Noong U Commune to develop the economy and improve their lives.
The whole political system is involved.
Determined to build a community tourism model, Dien Bien Dong District Party Committee issued a specialized resolution; the District People's Committee developed a project and plan to implement the Tu Lu Tia Lo community tourism model. The plan assigned specific tasks to 23 agencies, units, associations and unions of the district to join hands to support Tia Lo people in developing community tourism.
Dien Bien Dong district organized for 136 households of Tia Lo village to conduct a field survey and learn from the experience of developing community tourism in Sin Suoi Ho village (Sin Suoi Ho commune, Phong Tho district, Lai Chau province). Equipping knowledge about community tourism, the district People's Committee opened a training class in the village for the people. People were instructed in essential skills for community tourism such as: performing folk culture, preserving and making Mong flute, cooking, operating homestay and welcoming tourists. In particular, households also practiced directly building models and creating check-in points right in their gardens.
Noong U Commune coordinated with the Tia Lo Village Development Board to select 26 typical households for the district agencies and units to support landscape improvement, infrastructure investment and community tourism service development. Departments and offices mobilized resources to provide trees, install lighting systems, organize training courses to improve knowledge, and send staff directly to the locality to work with the people to build a community tourism model.

From the beginning of 2024, the Office of the People's Council - People's Committee of Dien Bien Dong district sent cadres, civil servants, employees... to directly participate in construction activities, build houses, renovate the campus, and complete the homestay for Mr. Vu A Ta's household.
Mr. Nguyen Duc Do, Chief of Office of the People's Council - People's Committee of Dien Bien Dong district, said: The office staff has guided and mobilized Mr. Ta's family to arrange stones to make a fence, build a gate, plant trees and flowers around the house. At the same time, they have supported a part of the cost for Mr. Ta to build a house for tourists. Up to now, the homestay model has been basically completed, including: the campus area, the house, the toilet... with conditions to serve guests.
It is known that since the beginning of the year, the assigned agencies have proactively and actively supported 11 families in building homestay models, repairing houses, welcome gates, accommodation houses, stone walls, landscapes, campuses, etc.
After more than a year of efforts, the appearance of Tia Lo village has "changed its appearance", initially shaping a community tourism village. The welcome gate has been built, decorated with traditional cultural features such as panpipes and crossbows - typical items associated with the Mong people. The internal road is solidly concreted and clean. On both sides of the road are rows of green trees and colorful flowers. In the village, households have renovated their houses and yards, creating open spaces and improving the environment.

As a pioneer in renovating the house grounds, creating miniature landscapes... according to the community tourism model, Mr. Chá A Mua said: In the yard, I created miniature landscapes with models of traditional ethnic musical instruments; an area to display traditional costumes and grow more Mong cabbage beds. Recently, I moved the house to another location to have a larger yard to serve large community activities. Inside the house, I arranged furniture, arranged separate accommodation for guests, and re-processed the sanitary area to ensure requirements.
Similar to Mr. Ta and Mr. Mua's families, many households in Tia Lo village have proactively invested in facilities such as bathrooms, toilets; accommodation and food services... to participate in the Tu Lu Tia Lo community tourism development model.
