Recently, Thai Nguyen province has adjusted the Housing Development Program for the 2021-2030 period and vision to 2040 to address the essential needs of people, especially workers, ensuring social security and sustainable development.

The housing development program of Thai Nguyen province is adjusted to ensure the goal of developing the housing real estate market, ensuring sustainability and transparency under the regulation and supervision of the State; consistent with land use planning and construction planning; limiting speculation and waste of land resources in housing development.

According to Director of Thai Nguyen Department of Construction Pham Quang Anh, drawing on past experience, the department has consulted with departments and branches, especially communes and wards with developed industries and services, to contribute to the draft adjustment of the housing development program before submitting it to the Provincial People's Council for approval, the Provincial People's Committee for approval and implementation, so it is suitable to reality and highly feasible.

For example, Tich Luong and Linh Son wards have proposed to add the area of ​​planned land and land planned for social housing, residential areas and urban areas in the ward to the housing development program in the next phase to serve as a basis for attracting investment and organizing implementation. After the merger, the socio -economic development of the southern region of the province has strongly developed, and the next phase is identified as a key area for industry, services and tourism, so the demand for housing, especially social housing, is very large.

Therefore, adjusting the housing development program is necessary, has a legal basis, is suitable for practice and meets the needs of society, especially workers and low-income people, and limits the real estate "bubble".

Up to now, the average housing area in Thai Nguyen province has reached 30.5 m2 of floor space per person; of which the urban area is 35 m2 of floor space per person, and the rural area is 27.5 m2 of floor space per person.

Industrial parks in the province currently have nearly 100 thousand workers, of which about 50% are workers from other provinces, such as Nghe An, Thanh Hoa, Cao Bang , Lang Son... coming to work, the housing demand is very large. To meet the housing demand, areas near industrial parks have built a series of level 4 boarding houses, each room is only about 10 m2 for workers to rent, but it is very inconvenient, cramped, workers do not feel secure to work long term.

In the 2021-2025 period, the whole province has only developed nearly 1,100 social housing units, so it has not met the needs of people, especially industrial park workers and workers far from home.

Ms. Nong Thi Thang in Bac Kan ward said: “My husband and I are workers at Samsung Thai Nguyen Company. For many years now, we have had to rent a house in cramped conditions and have difficulty living. Buying a commercial house is not financially feasible, so we are looking forward to the adjustment of the Thai Nguyen Province Housing Development Program being approved by competent authorities and soon implementing social housing projects to increase supply.

From there, workers can easily and conveniently access housing and work long-term. According to the People's Committee of Thai Nguyen province, in the coming years, the province will develop a variety of housing types and prices, especially housing with prices suitable for the affordability of low-income households and beneficiaries of social housing policies.

At the same time, the development of the real estate market in the province must ensure sustainability and transparency under the regulation and supervision of the State, in accordance with land use planning and construction planning; housing development programs and plans must be consistent with socio-economic development, limit speculation and avoid waste of land resources.

Specifically, in the period of 2026-2030, the province will build nearly 13 million square meters of new housing, the average housing area of ​​the whole province will reach 35 square meters of floor/person, of which the urban area is 37.5 square meters of floor/person, the rural area is 32 square meters of floor/person, and nearly 24,000 more social housing units will be built. At the same time, continue to improve the quality of housing, the rate of solid and semi-solid housing will reach more than 97%, completely eliminate unstable housing in urban areas, and prevent the emergence of new unstable and simple housing in rural areas.

According to the representative of the Department of Construction, the capital source for the housing development program in this period will be more diverse, such as by 2030, land in industrial parks will be allocated to build infrastructure and accommodation for workers.

Total capital demand is expected to be more than 100 trillion VND, of which the budget capital is expected to invest in housing under the national target program, building public housing; and enterprise capital will invest in building urban and residential areas.
