Thai Nguyen adjusts its housing development program.

Recently, Thai Nguyen province adjusted its Housing Development Program for the period 2021-2030 and with a vision to 2040 to address the essential needs of the people, especially workers, ensuring social security and sustainable development.

The housing development program in Thai Nguyen province has been adjusted to ensure the development of the housing real estate market, guaranteeing sustainability and transparency under the regulation and supervision of the State; conforming to land use planning and construction planning; and limiting speculation and waste of land resources in housing development.

According to Pham Quang Anh, Director of the Thai Nguyen Department of Construction, drawing on past experience, the department has sought opinions from various departments and agencies, especially communes and wards with developed industries and services, to contribute to the draft adjustment of the housing development program before submitting it to the Provincial People's Council for approval, the Provincial People's Committee for approval, and implementation. Therefore, it is consistent with reality and highly feasible.

For example, the Tich Luong and Linh Son wards have proposed adding the area of ​​planned and already planned land plots for social housing, residential areas, and urban development within their wards to the housing development program for the next phase, as a basis for attracting investment and organizing implementation. After the merger, the socio -economic development of the southern part of the province has been strong, and the next phase is identified as a key area for industry, services, and tourism, so the demand for housing, especially social housing, is very high.

Therefore, adjusting the housing development program is necessary, providing a legal basis, aligning with practical realities, and meeting the needs of society, especially workers and low-income earners, while limiting the occurrence of a real estate bubble.

To date, the average housing area per person in Thai Nguyen province has reached 30.5 m2; of which the urban area is 35 m2/person and the rural area is 27.5 m2/person.

Industrial zones in the province currently employ nearly 100,000 workers, of which about 50% are from other provinces such as Nghe An, Thanh Hoa, Cao Bang , and Lang Son, creating a huge demand for housing. To meet this demand, numerous low-quality rental housing units, each only about 10 square meters, have been built near the industrial zones. However, these are inconvenient, cramped, and make workers feel insecure about working there long-term.

During the period 2021-2025, the entire province only developed nearly 1,100 social housing units, therefore it has not met the needs of the people, especially industrial zone workers and migrant workers.

Ms. Nong Thi Thang from Bac Kan ward said: “My husband and I are factory workers at Samsung Thai Nguyen Company. For many years, we have had to rent cramped and difficult accommodation. We don't have the financial means to buy a commercial house, so we are hoping that the Thai Nguyen Provincial Housing Development Program will be adjusted and approved by the competent authorities, and that social housing projects will be implemented soon to increase the supply.”

"From there, workers can easily and conveniently access housing and long-term employment opportunities." According to the People's Committee of Thai Nguyen province, in the coming years, the province will develop diverse types of housing, with a variety of price ranges, especially housing that is affordable for low-income households and those eligible for social housing policies.

At the same time, the development of the real estate market in the province must ensure sustainability and transparency under the regulation and supervision of the State, in accordance with land use planning and construction planning; housing development programs and plans that are consistent with socio-economic development, limiting speculation and avoiding waste of land resources.

Specifically, during the 2026-2030 period, the province will build nearly 13 million square meters of new housing floor space, with an average housing area of ​​35 square meters per person, including 37.5 square meters per person in urban areas and 32 square meters per person in rural areas, and construct nearly 24,000 additional social housing units. Simultaneously, the province will continue to improve housing quality, aiming for over 97% of houses to be solid or semi-solid, completely eliminating substandard housing in urban areas, and preventing the emergence of new, dilapidated or rudimentary housing in rural areas.

According to representatives from the Department of Construction, funding for the housing development program in this phase will be more diversified, such as allocating land within industrial zones by 2030 to build infrastructure and accommodation for workers.

The total projected capital requirement is over 100 trillion VND, of which budget funds are expected to be invested in housing under national target programs and the construction of public housing; and enterprise capital will be invested in the construction of urban areas and residential zones.
