Appraisal of recognition for performing in vitro fertilization techniques at the Provincial Maternity and Pediatrics Hospital

The appraisal team will review, evaluate and appraise the conditions for granting an adjusted operating license due to the addition of a special technical list of Lao Cai Provincial Maternity and Pediatrics Hospital in accordance with current regulations and will report the appraisal results to the leaders of the Ministry of Health for consideration and decision.

In addition, assess the conditions of medical examination and treatment facilities that are allowed to perform in vitro fertilization techniques at Lao Cai Provincial Obstetrics and Pediatrics Hospital according to the provisions of Decree No. 155/2018/ND-CP dated November 12, 2018 of the Government amending and supplementing a number of regulations related to investment and business conditions under the state management of the Ministry of Health and Decree No. 10/2015/ND-CP dated January 28, 2015 of the Government regulating childbirth by in vitro fertilization techniques and conditions for surrogacy for humanitarian purposes.

At the appraisal session, the Provincial Maternity and Pediatrics Hospital reported on the preparation process for implementing in vitro fertilization techniques at the hospital. The hospital has renovated and repaired part of the 6th floor of the Inpatient Treatment + Anesthesia and Resuscitation Building and part of the 3rd floor of Building B into a Reproductive Support Center. The total budget approved by the Provincial People's Committee is 4.5 billion VND.

Lao Cai Provincial Reproductive Support Center has 4 units: General Administration Department, Infertility Department - Pre-marital Counseling - Andrology, In vitro fertilization (IVF) Department and Reproductive Endocrinology Department. Human resources are sent for training, have practiced and been certified to have completed 20 cycles of in vitro fertilization. In addition, there are enough human resources for emergency resuscitation, anesthesia and mental health examination.

The center has invested in many modern equipment such as: CO2 incubator, incubator, sperm storage tank, centrifuge, frozen embryo storage tank, ultrasound machine with vaginal probe, inverted microscope, operating cabinet...

The appraisal team inspected the facilities, equipment, and reviewed and evaluated the technical expertise of the Provincial Obstetrics and Pediatrics Hospital. The team highly appreciated the investment in infrastructure and modern medical equipment at the Reproductive Support Center to implement in vitro fertilization techniques. The Provincial Obstetrics and Pediatrics Hospital has made comprehensive preparations in terms of legal basis, personnel, technical catalog, management process, technical expertise process, and patient identification process.

At the appraisal session, members of the Appraisal Team also contributed their opinions to help the Provincial Maternity and Pediatrics Hospital complete the dossier to submit to the Ministry of Health for consideration and licensing to implement in vitro fertilization techniques.

Speaking at the meeting, Mr. Tran Hoai Bac, Director of the Provincial Obstetrics and Pediatrics Hospital, affirmed that the hospital will accept the comments of the appraisal team to complete the contents, ensuring that all procedures are carried out accurately, bringing safety and efficiency to patients. At the same time, he hopes to continue receiving support from the Department of Medical Examination and Treatment Management, Department of Maternal and Child Health in the hospital's operations.
