Assessment of the 5-year land use plan (2021-2025) of Long An province.

Attending the meeting were Council members who are leaders of several units under the Ministry of Natural Resources and Environment ; and representatives from the Ministries of: Planning and Investment, Construction, National Defense, Public Security, Education and Training, Transport, Industry and Trade, Science and Technology, and Health.

Representing the Long An Provincial People's Committee were Vice Chairman Nguyen Minh Lam, leaders of the Department of Natural Resources and Environment, and the consulting unit responsible for developing the Long An Provincial land use plan.

At the meeting, the consulting unit presented the 5-year land use plan (2021-2025) report for Long An province, followed by the Department of Land Planning and Development presenting the appraisal report on the province's land use plan (2021-2025).

Mr. Vu Sy Kien, Deputy Director of the Department of Land Planning and Development - Vice Chairman of the Council, stated that the dossier for the 5-year land use plan 2021-2025 of Long An province has been completed in accordance with the regulations in Circular No. 01/2021/TT-BTNMT dated April 12, 2021, issued by the Minister of Natural Resources and Environment , which stipulates the technical requirements for the preparation and adjustment of land use plans.

However, some land use indicators in the draft land use plan of Long An province are not consistent with the allocation targets for the province until 2025 as stipulated in Decision No. 326/QD-TTg dated March 9, 2022, of the Prime Minister, including agricultural and non-agricultural land.

Regarding environmental protection and climate change response, Mr. Kien stated that the Long An Provincial People's Committee has developed solutions to implement the province's land use plan, including solutions for environmental protection, specifically: Policies to encourage all organizations and individuals to invest in protecting, improving, and enhancing soil fertility, aiming for thorough, economical, and efficient use of natural land resources in the province; Actively upgrading, repairing, and dredging drainage canals to prevent flooding; constructing embankments to prevent landslides along riverbanks; Strictly controlling sources of pollution, especially in industrial parks, clusters, and production and business establishments; closely monitoring water quality in rivers; focusing on waste treatment for the entire province; only accepting investment projects with advanced, modern, and environmentally friendly production equipment and technology, ensuring adequate distance from surrounding residential areas...

Simultaneously, the study analyzed and assessed the socio-economic development, national defense and security situation, the current state of infrastructure systems; the current state of urban and rural development and population, and labor resources. It also analyzed and evaluated the impact of climate change on land use in Long An province.

Regarding solutions for implementing the plan, the explanatory report presented four main groups of solutions for implementing the land use plan (solutions on land protection, improvement and environmental protection; resources for implementing the land use plan; organization and monitoring of the land use plan; and other solutions). However, Mr. Kien suggested that the solutions need to be specific and appropriate to the local situation, especially solutions regarding resources, addressing the livelihoods and employment of households whose land is expropriated, and solutions for the production and housing of ethnic minorities; and solutions to overcome limitations, difficulties, and obstacles in the implementation of the previous land use plan, particularly the group of solutions related to responding to climate change.

Furthermore, it is necessary to concretize the solutions outlined in Resolution No. 39/2021/QH15 dated November 13, 2021, of the National Assembly on the National Land Use Planning for the period 2021-2030, with a vision to 2050, and the 5-year national land use plan 2021-2025, to suit the actual situation of Long An province.

At the meeting, the Council members generally agreed with the provincial report and the verification report of the Department of Land Planning and Development, while focusing on providing feedback to improve the province's land use plan. This included reviewing land use indicators to ensure compliance with Prime Minister's Decision No. 326, especially regarding industrial land, transportation land, and educational land. The Council members unanimously approved the revised and supplemented 5-year land use plan for Long An province, based on the Council members' feedback.

Speaking at the meeting, on behalf of the Long An Provincial People's Committee, Vice Chairman Nguyen Minh Lam thanked and acknowledged the opinions of the Council members and stated that he would direct the Department of Natural Resources and Environment to coordinate with the consulting unit to review and finalize the province's 5-year land use plan.

Concluding the meeting, Deputy Minister Le Minh Ngan - Chairman of the Appraisal Council - stated that, in order to finalize the dossier for submission to the Prime Minister, the Council requested the Long An Provincial People's Committee to fully incorporate the opinions of the Council members through written documents and direct feedback at the meeting to review and refine the land use indicators, especially the consistency, rationality, and uniformity between the province's land use indicators for the 2021-2025 period and the provincial planning, particularly Decision 326 of the Prime Minister…

Regarding the consolidated report, the Deputy Minister requested that Long An province review the Council's opinions to ensure the legal basis, input data, map system, etc., to ensure consistency in the implementation of the land use plan to serve socio-economic development, security, and national defense.

The Deputy Minister also requested the Department of Land Planning and Development to incorporate the opinions of the Council members to supplement and refine the appraisal report as a basis for the Long An Provincial People's Committee to complete the dossier for submission to the Prime Minister through the Ministry of Natural Resources and Environment; and requested the Long An Provincial People's Committee to direct the Department of Natural Resources and Environment and the consulting unit to research and supplement the comments of the appraisal council members to finalize the 5-year land use plan (2021-2025), ensuring the province's uniformity in organizing the implementation of the land use plan to mobilize land resources for socio-economic development, ensuring security and national defense, so that the dossier can be completed soon for submission to the Prime Minister for consideration and approval in accordance with the law.
