The meeting was connected online to localities. At the Hue City bridge, member of the City Party Committee, Vice Chairman of the Hue City People's Committee Hoang Hai Minh and representatives of relevant departments and branches attended the meeting.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized: Housing development is one of the important pillars of social security policy, contributing to promoting growth and sustainable development. The consistent viewpoint of the Party and State is not to trade off fairness and social progress for mere growth; all people have the right to have suitable housing.

The Prime Minister said that since the beginning of the term, the Government has issued 22 resolutions, 16 directives and many telegrams on social housing development and the real estate market, achieving many positive results. The country currently has 696 social housing projects with a scale of more than 637,000 apartments, of which more than 128,000 have been completed. Since the beginning of 2025, more than 123,000 apartments are under construction and nearly 62,000 have been completed.

However, the Prime Minister also pointed out that in some localities, there is still a lack of transparency in the approval of subjects to buy and rent social housing, and even negative behaviors appear, causing public outrage. The Prime Minister requested ministries, branches and especially local authorities to strictly control and strictly handle all violations; assign the Ministry of Public Security to grasp the situation, intervene to prevent profiteering, and not allow profiteering to happen, distorting the humane policies of the Party and State.

Regarding progress, the Prime Minister asked the Ministry of Construction to review investment processes and procedures, clarify the causes of delays, and study the possibility of shortening project preparation time by 3-6 months. Along with that, localities need to proactively arrange clean land funds and have mechanisms to encourage large enterprises to participate in investment, promoting social responsibility towards low-income people.

To prevent negativity, hoarding, price inflation and speculation in this field, the Ministry of Construction has drafted a Prime Minister's Directive on enhancing transparency and control of the social housing market. At the same time, the State Bank is required to report on the progress of disbursement of the VND145,000 billion credit package for social housing development.

The Prime Minister called on ministries, branches and localities to take drastic actions and promote the spirit of "6 clear": clear people, clear work, clear responsibility, clear progress, clear authority and clear results, so that policies can be put into practice and bring practical benefits to the people.
