In the first 10 months of the year, despite many difficulties, with the efforts of the entire political system, the business community and all classes of people, the socio -economic situation continued to have positive changes, many important sectors and fields contributed to strong growth. The GRDP growth rate in the first 9 months of the year is estimated at 9.06% over the same period; higher than the national average of 7.84%; ranked 9th out of 34 provinces/cities and ranked 1st out of 5 provinces/cities in the North Central region. This is the highest growth rate ever and for the first time entered the top 10 nationwide.
The severe damage caused by floods in late October and early November had a major impact on the economy, but the city continues to persevere and steadfastly pursue the growth target of 10% or more for the whole year of 2025. The growth rate in the fourth quarter must reach 12.6% or more; of which, the industrial - construction sector is expected to increase by about 15.5-16%; the service sector is expected to increase by about 11.5-12%; and the agriculture - forestry - fishery sector will increase by about 1.2-1.3%.
To achieve the growth target for the fourth quarter, the Department of Finance respectfully proposes that the City Party Committee, the Standing Committee of the City Party Committee, and the City People's Committee focus on directing key tasks for the last two months of the year. For the industrial - construction sector, strive to increase by 15.5-16% in the fourth quarter. Focus on supporting businesses to overcome difficulties in orders, markets, and production; promote key projects such as Kim Long Motors, Gilimex Industrial Park, Saigon - Chan May Industrial Park - duty-free zone...; effectively implement the Vietnam - Israel, Vietnam - UAE free trade agreements to expand export markets. Resolutely promote the disbursement of public investment capital, especially key projects: Nguyen Hoang Street, Thuan An Bridge, Chan May Port breakwater, To Huu extended road, and Ring Road 3; strive to disburse 100% of the capital plan for 2025.
The service sector is expected to grow by 11.5-12%. To achieve this growth, it is necessary to organize major events during the National Tourism Year such as the "Mega Booming - Hue 2025" Music Festival, "Miss Golf Vietnam", "Hello Cosmo From Vietnam"... to strive to welcome 6-6.5 million visitors, tourism revenue reaching 13,000-14,000 billion VND, spreading to trade, transportation, health care, and education.
For the agricultural sector, strive to increase by 1.2-1.3%. The solutions that need to be put forward are to restore production after the flood; develop vegetables, fruit trees, livestock, aquaculture; manage reservoir water resources to serve production and stable power generation.
Along with that, review and thoroughly handle 13 slow-progressing and ineffective projects to free up resources for development; implement Resolution 68 on private economic development, strive to establish 1,000 new enterprises this year. Effectively implement Resolution 57 of the Politburo on science, technology development, innovation and digital transformation, considering this as a new growth driver for the 2026-2030 period. Mr. Doan Vi Tuyen, Head of Hue City Tax: Converting lump-sum tax to declared tax for more than 16,500 business households in 45 days
By October 31, 2025, the city's domestic budget revenue will reach VND10,589 billion, equivalent to 94% of the central budget estimate. With the current revenue momentum, the Tax sector strives to complete and exceed the target in November, while focusing on collecting the excess revenue in December to create resources for investment and development spending tasks.
The floods in late October and early November caused heavy damage to many businesses and households, affecting the budget revenue. The Tax Department has consulted with relevant departments and branches to implement tax exemption and reduction policies for organizations and individuals affected by natural disasters, contributing to helping people and businesses recover production soon.
In the beer industry alone, in the first 6 months of the year, output decreased compared to the same period, but from the third quarter of 2025, after Phu Bai Brewery completed phase 2, production capacity increased significantly, offsetting the budget deficit, contributing positively to the city's economic growth.
Another key task that the Tax sector pays special attention to is converting the business household model from lump-sum tax to declared tax. On October 31, the Tax sector issued a 60-day Action Program for conversion, however, due to the impact of floods, the city adjusted and determined to implement it within 45 days (from November 10 to December 25, 2025).
The Tax Department has now completed reviewing more than 16,500 business households that are subject to conversion. The transition from contract to declaration will ensure fairness in tax obligations, increase budget revenue and improve transparency in tax administration.
The Tax Department looks forward to receiving close cooperation from local authorities, departments and business associations during the implementation process. Completing the project on schedule will not only help increase revenue for the budget but also contribute to building a more transparent, equal and sustainable business environment for the city's business community.

Commenting on the group of tasks and solutions for socio-economic development in the last months of the year, emphasizing the importance of urgently reviewing and adjusting plans. In the process of adjusting plans, the factor of adapting to climate change needs to be given top priority. In fact, through the recent floods and natural disasters, it shows that the flow of floodwater in the downstream is no longer following the normal rules - some places that were previously less flooded are now flooded more deeply. One of the reasons is the impact of rapid urbanization, besides the positive aspects, also revealed limitations such as the drainage system has not been calculated comprehensively and synchronously.
From that reality, it is necessary to study and open more waterways to increase the ability to lead and drain floods faster, and even consider digging more rivers and regulating canals in areas with difficult drainage. For a long time, in low-lying areas, we often chose the solution of raising roads and houses. Perhaps it is time to calculate in the opposite direction, dig deeper, create drainage space to adapt more flexibly and effectively to climate change.
Strive to complete the party member development target this year. According to Mr. Phan Xuan Toan, member of the Standing Committee, Head of the City Party Committee's Organization Committee, as of October 31, the city has admitted 1,082 new party members; currently, 350 files have been completed, expected to be admitted in the near future, and 272 files are in the process of being evaluated. The biggest difficulty at present is that the background check process is still slow, affecting the progress of party member development. The City Party Committee's Organization Committee proposed that the Public Security sector strengthen coordination, shorten the time to verify files, create conditions to speed up the admission process; localities need to expand the subjects of Party admission... To complete the target of developing party members in 2025, in the last two months of this year, each commune and ward must admit an average of 15 new party members. This is an important political task, requiring high determination from grassroots party committees, synchronous participation of the Standing Committee of the City Party Committee, Party building committees and the team doing organizational work. |
