On June 2, the Provincial People's Committee issued Plan No. 105/KH-UBND to implement the social housing development target in 2025 and the 2026-2030 period in the province, with the goal of completing 5,249 units in 2025 and 13,787 units by 2030.

Thanh Hoa strives to complete 5,249 social housing units in 2025

According to the plan, in 2025, the province will focus on implementing 7 main social housing projects with a total scale of 5,249 units. The most notable is the social housing project under Project No. 1 Thanh Hoa City Center invested by Vingroup - Joint Stock Company with the largest scale: completing 856 units at NOXH-02 and NOXH-04 plots, simultaneously starting and basically completing the rough construction of the remaining 1,968 units of the project.

The project in Quang Thanh ward invested by Hop Luc Infrastructure Development and Construction Investment Company Limited will complete the remaining 638 units. In particular, the social housing project for workers in the eastern area of ​​Le Mon Industrial Park invested by Sunjade Vietnam Shoes Company Limited will start construction and basically complete the rough construction of 920 units, meeting the housing needs of workers. In addition, other projects in Quang Thang ward invested by Tan Thanh Company Limited (422 units), North Central Urban Development Joint Stock Company (141 units), the project in Nam Ngan ward invested by the Joint Venture of Viet Incons Joint Stock Company, Vinaconex 21 Joint Stock Company and Hanoi Investment and Trading Joint Stock Company (600 units), along with the Hoang Long Industrial and Urban Area Workers' Housing Project (123 units) will contribute to completing the set target.

In the 2026-2030 period, the province will implement projects that have been approved for investment and call for new investment. Among the approved projects, the project in Nam Ngan ward is expected to complete 600 units in 2026 and 1,176 units by 2028; the project in Quang Thang ward by An Phu Construction , Tourism and Trade Company Limited will complete 150 units in 2026 and 150 units in 2027; the social housing project on a 20% land fund in the Quang Phu Commune Residential and Commercial Service Area will complete 350 units in 2026 and 400 units in 2027.

In particular, the province will call for investment in 11 new projects in Thanh Hoa city with a total land use area of ​​11.55 hectares and a total of 6,061 apartments, according to the roadmap: 500 apartments will be completed in 2026; 1,390 apartments will be completed in 2027; 2,031 apartments will be completed in 2028; 1,690 apartments will be completed in 2029 and 450 apartments will be completed in 2030. At the same time, 3 projects in Yen Dinh, Tho Xuan districts and Nghi Son town with a total of 1,685 apartments will also be implemented, of which 610 apartments are expected to be completed by 2030.

The Provincial People's Committee has assigned the Department of Finance, Department of Construction, Department of Agriculture and Environment, Thanh Hoa City People's Committee, Thanh Hoa Land Fund Development Center and related units to base on this special mechanism and policy to urgently research and organize the implementation of procedures for selecting investors in the direction of shortening time, simplifying procedures, ensuring publicity, transparency and compliance with regulations.

The Department of Construction is assigned as the focal agency, responsible for monitoring and regularly urging the implementation of projects, ensuring the completion of the 2025 targets on schedule. The Department must also preside over and coordinate with relevant units to proactively implement the tasks assigned by the Provincial People's Committee, focusing on reviewing and removing difficulties and obstacles in the implementation process. Departments such as the Department of Finance, Department of Agriculture and Environment, Provincial Police, Nghi Son Economic Zone Management Board and industrial parks are responsible for coordinating, advising or giving opinions on all contents under their responsibility during the project implementation process, including: investment policy, investor approval, appraisal of project proposal documents, land allocation procedures, land lease, change of land use purpose; approval of fire prevention and fighting designs; environmental impact assessment; issuance of construction permits.

The People's Committees of districts, towns and cities including Thanh Hoa, Nghi Son, Tho Xuan and Yen Dinh districts must proactively coordinate with departments, branches and investors, especially focusing on directing and organizing the implementation of compensation, support, resettlement and site clearance in accordance with legal regulations, ensuring the progress of handing over clean sites to investors to implement the project according to the committed plan. Investors of social housing construction projects must proactively arrange sufficient financial resources, human resources and other necessary conditions to implement the project, and immediately after the commencement of construction, must publicly, fully and promptly announce information related to the project so that people know, access and register to buy, rent, and hire-purchase according to regulations.
