The Prime Minister has just issued Official Dispatch No. 82/CD-TTg on continuing to step up the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Telegram sent to Mr. Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front ; Mr. Bui Thanh Son, Deputy Prime Minister, Head of the National Steering Committee 389; Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries of Provincial and Municipal Party Committees of provinces and centrally run cities; Chairmen of People's Committees of provinces and centrally run cities; Chief of the Standing Office of the National Steering Committee 389.

The content of the Telegram clearly stated that in the past time, ministries, branches, localities and functional forces have made many efforts in implementing Directive No. 13/CT-TTg dated May 17, 2025, Telegram No. 65/CD-TTg dated May 15, 2025 and No. 72/CD-TTg dated May 24, 2025 of the Prime Minister on stepping up the fight to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

The results of the peak period have detected, fought, prevented and handled many cases and violations in the production and trade of fake milk, medicine, food, functional foods, trading of goods with signs of counterfeiting famous brands and production and trade of banned goods, which have been highly appreciated by public opinion and the people.

However, through inspection and practical assessment, it is shown that the dissemination and implementation of the peak period in some localities is still slow, not firmly grasping and closely following the situation; the situation of smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights is still complicated in some localities; the coordination between ministries, branches, and localities is sometimes and in some places not tight and effective.

To continue to promote the fight, prevent, repel, and eventually end smuggling, trade fraud, counterfeit goods, and intellectual property infringement, and protect the legitimate rights and interests of people and businesses, the Prime Minister requested the Head of the National Steering Committee 389, Head of the Prime Minister's Working Group on the peak of the fight to prevent and repel crimes of smuggling, trade fraud, and counterfeit goods (referred to as the Working Group), Ministers, Heads of sectors, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities to focus on directing the synchronous, drastic, and effective implementation of the tasks and solutions set out.

Mr. Bui Thanh Son, Deputy Prime Minister, Head of the National Steering Committee 389, Head of the Working Group and members of the Working Group continue to focus on directing ministries, branches, functional agencies and localities to review and take stronger and more drastic measures during the peak month of the fight to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

Requesting Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, according to their functions, tasks and authority, to strengthen direction and urge functional forces to closely coordinate, continue to promote the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, fake milk, fake drugs, fake functional foods, foods that do not ensure quality, goods that infringe intellectual property rights; promptly carry out emulation and reward work according to regulations.

From the initial attack results of the peak period, it is necessary to continue to make the peak period more vibrant, determined, fierce, and make more efforts to achieve substantial results, creating a foundation and favorable conditions to continue to effectively carry out this important task in the coming time.

Timely detect and strictly handle violators; at the same time, strictly handle cadres, civil servants, and officers who show signs of moral degradation, corruption, negativity, protection, and assistance to law violators with the motto "handling one case, warning the whole region, the whole field," "no forbidden areas, no exceptions."

Ministers of the Ministries of Industry and Trade, Agriculture and Environment, Health, Science and Technology, Culture, Sports and Tourism and relevant ministries and agencies focus on reviewing, promptly completing, and submitting to competent authorities to amend and supplement legal regulations that are still inadequate, problematic, and have loopholes, especially the Law on Food Safety, Law on Advertising, Law on Pharmacy, Law on Product and Goods Quality, Law on Commerce, Law on E-commerce, etc.

The Chief of the Standing Office of the National Steering Committee 389 continues to closely monitor, grasp the situation, and synthesize the results of the implementation of the Prime Minister's telegrams and directives on combating, preventing, and repelling smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; promptly report and propose to the Head of the National Steering Committee 389 or competent authorities to commend and reward agencies, organizations, and individuals with outstanding achievements during the peak period according to regulations.

The Secretaries of Provincial and Municipal Party Committees of provinces and centrally-run cities directly lead and closely direct local Party committees, authorities and the entire political system to proactively and actively participate in the fight against smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

The Central Committee of the Vietnam Fatherland Front and its member organizations continue to closely coordinate with ministries, branches and localities in propagating and mobilizing the business community and people to actively and responsibly participate in the peak month and in the fight against smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights to detect early, combat and prevent right from the grassroots, from the starting point.

Press and media agencies increase time and orient public opinion on the dangers of smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement; promptly commend positive examples and good practices of ministries, branches, and localities; criticize and condemn negative behaviors and lack of responsibility that lead to consequences, contributing to promoting and improving the effectiveness of the movement to prevent and combat smuggling, trade fraud, and intellectual property rights infringement nationwide.

The National Steering Committee 389 directs ministries, branches, localities and functional forces to focus on resolutely and effectively implementing tasks and solutions to prevent and combat smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights; promptly handle problems and report to competent authorities on issues beyond their authority.

The Government Office, according to its assigned functions and tasks, closely coordinates with the National Steering Committee 389, ministries, branches and localities to promptly urge, synthesize and report on the situation and results of the implementation of the tasks assigned in this dispatch./.
