Ministry of Construction: There are 18 localities that have not yet implemented social housing projects.

The Ministry of Construction is implementing vigorously, urging localities to review progress, and directing investors to focus resources to immediately complete registered social housing projects this year.

For projects registered for completion this year, projects that have started construction, and projects under construction, the Ministry of Construction recommends that localities must organize direct work with investors to review progress, direct and urge investors to focus resources to complete in 2025.

Achieved more than 50% of target

At the May work briefing and June 2025 key task deployment conference of the Ministry of Construction on the morning of June 6, the leader of the Department of Housing and Real Estate Market Management said that according to the aggregated data reported by localities, 1,309 locations with a scale of 9,737 hectares of land have been planned nationwide for social housing. Accordingly, most localities have reserved enough land funds to develop social housing.

Regarding the implementation of the Project of 1 million social housing apartments, currently the whole country has 686 social housing projects deployed with a scale of 627,867 apartments (117 completed and partially completed projects, 80,811 apartments; 159 projects have started construction, 135,563 apartments; 416 projects have been approved for investment policy, 417,185 apartments).

“Thus, the number of completed and started projects reached 51% of the target set in the Project by 2025 (428,000 units),” said the leader of the Department of Housing and Real Estate Market Management.

In the first five months of this year alone, 21 projects with a scale of 20,428 units were started nationwide; 22,649 social housing apartments were completed.

According to reports from 63 localities and actual inspections, the localities that are capable of completing the targets assigned by the Prime Minister include 20 localities: Bac Ninh, Hai Phong, Bac Giang , Nghe An, Dong Nai, Hung Yen, Da Nang, Hue City, Dak Lak, Vinh Phuc, Thai Binh, Hai Duong, Hoa Binh, Ha Nam, Tuyen Quang, Quang Tri, Kon Tum, Ninh Thuan, Hau Giang, Ca Mau. The number of apartments that localities can complete is 45,928.

Many localities have invested in social housing for low-income people and industrial park workers.

The localities that are implementing the project are unlikely to complete the target assigned by the Prime Minister, including 25 localities: Hanoi , Ho Chi Minh City, Binh Duong, Thanh Hoa, Quang Ninh, Lao Cai, Khanh Hoa, Binh Thuan, Binh Phuoc, Tay Ninh, Binh Dinh, Tien Giang, Thai Nguyen, Long An, Phu Tho, Can Tho, Lang Son, Ba Ria - Vung Tau, Dong Thap, Lam Dong, An Giang, Kien Giang, Ben Tre, Tra Vinh, Nam Dinh. The number of apartments that localities can complete is 24,352 units/53,414 units of the target (28,062 units short).

Localities that have not yet implemented social housing projects include 18 localities (total target of 4,366 units): Quang Nam, Phu Yen, Vinh Long, Yen Bai, Bac Lieu, Son La, Ninh Binh, Ha Tinh, Quang Binh, Dak Nong, Soc Trang; Ha Giang, Cao Bang, Bac Kan, Dien Bien, Lai Chau, Gia Lai, Quang Ngai.

Create clear procedures for investment implementation

Presenting the plan for the months of this year, the leader of the Department of Housing and Real Estate Market Management said that after localities complete the organization and rearrangement of administrative units, the Ministry of Construction will report to the Prime Minister to adjust the social housing development targets of localities after the merger.

At the same time, the Ministry of Construction continues to inspect and urge localities and enterprises to step up investment in the construction of social housing projects, ensuring the goals assigned by the Prime Minister.

For localities, the Ministry of Construction recommends that, based on the provisions of Resolution 201/2025/QH15 and detailed regulations, it urgently directs specialized agencies and investors of social housing projects in the area to implement the mechanisms and policies in the Resolution; prepare adequate capital resources for project investment, and support investors of social housing projects.

The locality shall add the target of completing social housing in 2025 and the following years until 2030 assigned by the Prime Minister to the system of local socio-economic development targets; review, update and supplement planning, land use plans, and construction plans to arrange sufficient land fund for social housing development in accordance with the assigned targets with appropriate scale, location, convenience, and synchronous infrastructure.

For projects that have not been approved for investment policy or have been approved for investment policy but have not yet selected an investor, the Provincial People's Committee shall assign the investor to not go through bidding according to the provisions of the Pilot Resolution in order to soon select an investor for the project.

For projects that have selected investors, provinces and cities will proactively guide investors to comply with legal regulations on investment, planning, land, construction and other relevant laws; promptly handle project problems to soon start construction in 2025.

In addition, the locality urged investors of commercial housing projects to carry out investment procedures for building social housing on the 20% land fund of the project according to the provisions of the Housing Law 2023 to start construction in 2025, as a basis for completing the targets of the following years.

The whole country will complete the goal of building 100,000 social housing units in 2025.

As for projects registered for completion this year, projects that have started construction, and are under construction, localities must organize direct work with investors to review progress, direct and urge investors to focus resources to complete in 2025.

The Ministry of Construction also proposed that localities reduce and simplify administrative procedures under their authority regarding investment in social housing construction (project establishment, approval, investor selection, land allocation, land lease, site clearance, etc.) to support and encourage businesses to invest; create conditions for investors to be able to quickly implement projects, from selecting land locations to completing legal procedures.

Provinces and cities continue to review, inspect, and make a list of projects to build social housing, housing for workers, and renovate and rebuild apartments that are eligible to borrow VND120,000 billion and make public announcements so that banks have a basis for applying for loans.
