According to the report from the Department of Finance at the meeting, during the period 2021-2025, the WVIV organization provided 25 grants totaling over US$14.6 million to Thanh Hoa province. These grants focused on the following areas: education, health, agriculture , environment, child protection, sustainable livelihoods, and disaster prevention. Of these, 8 grants have been completed, 17 are underway, and have been highly appreciated by the local authorities for their progress and quality.

Currently, the merger of commune-level administrative units according to Resolution No. 190/2025/QH15 has changed the geographical areas and management structure of aid programs and projects. To ensure continuity and effectiveness in implementation, the People's Committees of the districts, prior to the merger, proposed dissolving the district and commune-level regional program management boards; and simultaneously transferring aid assets and projects to the newly established commune People's Committees and the regional investment and construction project management boards for management, maintenance, and upkeep.
Based on this, the Department of Finance recommends that the Provincial People's Committee assign the People's Committees of the newly established communes or the Project Management Boards for Investment and Construction in the area to be the main recipients of aid for each specific program and project. At the same time, the Department of Foreign Affairs should take the lead in reviewing and updating relevant international agreements, ensuring compliance with current legal regulations and the actual situation after the administrative unit reorganization.
Speaking at the meeting, Mr. Doseba Tua Sinay, Head Representative of WVIV, expressed his confidence in the effective cooperation between the organization and the Thanh Hoa provincial government in the past. He emphasized that WVIV's aid programs not only contribute to improving the quality of life for children and people, but also help vulnerable communities strengthen their ability to adapt to climate change and natural disasters.
Mr. Doseba Tua Sinay also requested clarification on several issues related to the implementation of programs and projects in the province. Specifically, WVIV wishes to receive updated information on the program and project areas after the merger of communes according to the new administrative units; proposes that the Provincial People's Committee direct the newly merged communes to continue to directly cooperate with WVIV in implementing activities, while also strengthening the commune-level program management board; agree on a coordination mechanism for the future, as well as review and update the agreements and approvals for programs and projects corresponding to the newly merged communes.
“We are committed to a long-term partnership with the government and people of Thanh Hoa province to bring sustainable values, especially in the fields of education , health, livelihoods, and child protection. Reviewing and adjusting programs and projects to suit the new area after the merger is necessary to ensure effectiveness and continuity in community support. We hope to continue receiving close cooperation from local authorities at all levels so that programs can be implemented smoothly and best meet the needs of the people,” said Mr. Doseba Tua Sinay.
Permanent Vice Chairman of the Thanh Hoa Provincial People's Committee Nguyen Van Thi highly appreciated the practical contributions of WVIV to the socio-economic development of Thanh Hoa province, especially in mountainous areas still facing many difficulties. He also stated that the Thanh Hoa provincial government will always support administrative reforms and create a favorable environment for non-governmental organizations to maximize their experience and resources to support sustainable development in Thanh Hoa.
To ensure the continued effective implementation of programs and projects amidst the merger of commune-level administrative units, representatives from the Thanh Hoa Provincial leadership requested that departments, agencies, and localities closely coordinate, proactively address difficulties and obstacles, and create all favorable conditions for WVIV to operate in the area.
