Youth actively participate in giving opinions on amending the 2013 Constitution

BBK - Collecting opinions on amending the Constitution is a broad political activity, demonstrating the democratic spirit, responsibility and belief of young people in the process of perfecting the country's legal system.

On May 5, 2025, the 15th National Assembly passed Resolution No. 194/2025/QH15 on amending and supplementing a number of articles of the 2013 Constitution, with 452 delegates in favor, accounting for 94.56% of the total number of National Assembly delegates. The amendment and supplement of a number of articles of the 2013 Constitution discusses two groups of contents related to the Vietnam Fatherland Front, socio-political organizations and the provisions in Chapter 9 to implement the model of organizing a two-level local government.

Currently, the forms of collecting opinions on constitutional amendments include: Direct comments on the VNeID application of the Ministry of Public Security ; comments on the National Assembly and Government's electronic information portal; sending written comments to the agencies responsible for synthesizing comments. Mr. Tran Van Thuyen, Secretary of the Youth Union of Tan Lap commune (Cho Don) said: "Participating in amending the 2013 Constitution on electronic systems is a very reasonable way. Thereby, creating favorable conditions for most people to easily access, express their opinions and give comments. As a young person, I am more deeply aware of my responsibility to research and contribute to the content of the constitutional amendment".

Ms. Dinh Thi Ngoc, Secretary of the Youth Union of Bang Lung town (Cho Don) said that the amendment to the Constitution affirms the role of socio-political organizations in representing and protecting the rights of union members, youth (YVTN) members, and people from all walks of life participating in government building. Ms. Ngoc expressed her agreement with the amendment related to the arrangement of the Ho Chi Minh Communist Youth Union under the Vietnam Fatherland Front, organized and operated in a unified, democratic consultation with the chairmanship of the Vietnam Fatherland Front.

Ms. Dinh Thi Ngoc shared: "Faced with the major breakthrough changes in the political system, each Youth Union member, especially young cadres like me, needs to proactively study to improve their professional qualifications, practice management skills, digital transformation, improve foreign languages, and eliminate outdated and stagnant thinking. At the same time, cadres and Youth Union members cannot stand aside from the reform of the State apparatus but need to become the leading force in adapting and innovating to contribute to building a democratic, fair, and civilized society."

As a student, Ms. Mưng Thị Hằng, Bắc Kạn College, completely agrees with the amendment of the Constitution - a correct, necessary and strategic action for the long-term development of the country.

Ms. Mưng Thị Hằng hopes that this constitutional amendment will further specify the right of young people to participate in political and social life, creating a legal basis for young people to be heard, to contribute, and to affirm their role in the country's development. "Especially this time, participating in giving opinions via a digital platform helps me feel that I am making a small contribution to building a socialist rule-of-law state," said Ms. Hằng.

Previously, the Central Youth Union and Youth Union chapters at all levels organized conferences to solicit opinions and collect opinions through online questionnaires. There was 1 national online conference organized by the Central Youth Union; 49 conferences to solicit opinions organized by the provincial Youth Union; and 6,428 conferences organized by the district and grassroots Youth Unions.

The total number of cadres and youth union members participating in collecting opinions on the draft amendments and supplements to the Constitution through the Youth Union's channel was 733,828; of which 244,878 opinions were surveyed by ballot and 488,950 cadres and youth union members participated in conferences organized by the Youth Union.

The results showed that the majority of opinions agreed with the amendment of some articles of the Constitution. In addition, the Youth Union also had many enthusiastic and responsible opinions on the contents of the amendment and supplement to the Constitution.

According to Mr. Tran Cong Luan, Deputy Secretary of the Bac Kan Provincial Youth Union, the organization of collecting opinions on the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam aims to promote the role, responsibility, intelligence and voice of the People - including union members and young people. At the same time, it creates a wide-ranging political activity among all levels of the Youth Union, union members and young people to raise awareness and understanding of the Constitution, the significance of amending and supplementing the Constitution; strengthen trust in the leadership of the Party and the management of the State.../.
