According to the assessment report, in 2024, the health insurance coverage rate in the province reached 94.56%, exceeding the assigned target by 0.91% (93.65%); the social insurance coverage rate reached 17.1%, exceeding the assigned target by 0.1% (17%), but is still much lower than the national average (42.71%).
In the first 5 months of 2025, the number of people participating in health insurance in the whole province was 1,229,935 people, reaching a health insurance coverage rate of 90.44%, a decrease of 39,252 people compared to the end of 2024, still lacking 62,762 people (4.56%) compared to the 2025 plan target (95%). The number of people participating in social insurance was 116,249 people, a decrease of 5,806 people compared to the end of 2024, reaching 18.43% of the province's workforce.
The total amount of social insurance, health insurance, and unemployment insurance paid in 2024 is more than 3,818 billion VND; of which, social insurance expenditure from the state budget is more than 333 billion VND, expenditure from the social insurance fund is more than 2,461 billion VND; unemployment insurance subsidy expenditure is more than 148 billion VND; health insurance examination and treatment expenditure in the province in the year is more than 875 billion VND (including direct payment and primary health care expenditure).

In the first 5 months of 2025, the total amount spent on social insurance and unemployment insurance benefits was more than 1,424 billion VND; of which, the state budget guaranteed more than 148 billion VND; the social insurance fund spent more than 1,222 billion VND; and unemployment insurance subsidies were more than 53 billion VND. The total number of people receiving health insurance for medical examination and treatment was 843,168 with a payment cost of more than 365 billion VND.
Communication activities and mobilizing people to participate in voluntary social insurance and health insurance have been vigorously implemented from the provincial to district levels, in many flexible and regular forms. The system of voluntary social insurance and health insurance collection points continues to be expanded, the whole province currently has 276 collection points with 592 collectors, and 1,486 collaborators.
In addition, promote the implementation of Project 06/CP, provide public services that are connected and synchronized with the National Population Database for social insurance and health insurance participants. The number of citizen identification cards/personal identification cards (CCCD/DDCN) authenticated with the National Population Database is 1,207,211 participants managed by the provincial Social Insurance, reaching 99.55% of the participants.

The conference listened to the discussion opinions of leaders of the People's Committees of districts, cities, departments and branches on the advantages and difficulties in the process of implementing policies, developing participants in social insurance and health insurance, and proposed and recommended solutions to achieve the goal with high determination before June 30.
At the same time, Mr. Dang Hong Tuan - Director of Social Insurance Region 25 (Lam Dong, Binh Thuan, Dak Nong) also spoke about the orientation of social insurance and health insurance work when organizing 2-level local government.

Some key solutions in the last months of 2025 include: Local Party committees and authorities include the target of developing social insurance and health insurance participants in the Resolutions of Party Congresses at all levels and the Resolutions of People's Councils at all levels on the annual socio-economic development tasks and stages of each level according to Resolution No. 102/NQ-CP, Resolution No. 69/NQ-CP and Decision No. 546/QD-TTg; at the same time, develop specific plans and solutions to ensure the achievement of assigned targets.
The Commune Steering Committee has done a good job of developing voluntary social insurance and self-paid health insurance participants, ensuring the completion of the social insurance and health insurance coverage target by 2025.
Continue to improve and enhance the quality of operations of the Steering Committees at all levels; at the same time, clearly assign responsibilities and coordination among members of the Steering Committee and between the Steering Committee and the collection service organization and the Social Insurance agency.

Members of the Steering Committees at all levels regularly grasp the implementation of social insurance, health insurance and unemployment insurance policies in the area, especially the development of social insurance and health insurance participants, promptly handle, direct, guide and remove difficulties and obstacles in the area.
The Steering Committees at all levels direct relevant departments, offices and units to disseminate, guide and organize the implementation of new policies according to the provisions of the Law on Social Insurance, the Law on Health Insurance amended in 2024 and related legal documents effective from July 1, 2025. At the same time, maintain the activities and improve the quality of activities of the Steering Committees at all levels.
People's Committees of communes, wards and towns shall proactively review subjects whose health insurance premiums are paid or supported by the state budget, ensuring that no subjects are left out; and organize the issuance of health insurance cards in accordance with procedures and regulations.

The Steering Committees at all levels shall direct the review of business managers, managers and operators of cooperatives who do not receive salaries at units and enterprises participating in social insurance, and notify units and enterprises to start paying social insurance for these subjects from July 1, 2025.
Review and compile statistics on employees working under labor contracts from 1 to less than 3 months from data being managed at units and enterprises participating in compulsory social insurance to notify and urge units and enterprises to pay health insurance for these employees from July 1, 2025. Strengthen leadership and direction in communicating social insurance, health insurance, and unemployment insurance policies to enterprises, employees and people, organize dialogue conferences on social insurance, health insurance, and unemployment insurance policies for enterprises and people; direct the organization of propaganda conferences and the establishment of propaganda and advocacy groups in residential areas.
Strengthen inspection and examination of compliance with the Law on Social Insurance and the Law on Health Insurance for enterprises that are late in paying, evading payment, have not paid or have not fully paid social insurance, health insurance and unemployment insurance for employees, especially surprise inspections.

Concluding the Conference, Mr. Dinh Van Tuan - Vice Chairman of the Provincial People's Committee emphasized: "The social insurance and health insurance targets are important socio-economic targets, so we must make more efforts to complete the assigned plan targets for 2025. In the process of implementing the organization of 2-level local governments and streamlining the apparatus, it is forecasted that there will be many difficulties and challenges that directly affect the implementation of local socio-economic targets, including the coverage target of social insurance and health insurance".

In order to achieve the assigned targets for 2025 on social insurance and health insurance, the leaders of the Provincial People's Committee have requested departments, branches and localities to perform a number of specific tasks according to the functions and tasks of each unit.
In particular, the provincial Social Insurance continues to monitor, evaluate and report to the Provincial People's Committee and the Provincial Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies on the implementation of social insurance and health insurance policies and laws, and the implementation of social insurance and health insurance coverage targets of localities in the province.
At the same time, coordinate with departments, branches, sectors and localities to promptly propose solutions and coordinate the implementation of solutions to develop and expand the number of participants in social insurance and health insurance to complete the assigned social insurance and health insurance coverage targets; strengthen the propaganda, dissemination and education of laws on social insurance and health insurance, especially the new contents stipulated in the Social Insurance Law 2024 and the Law amending and supplementing a number of articles of the Health Insurance Law 2024, creating consensus and unity in the organization of implementation, promoting participation in social insurance and health insurance, contributing to ensuring long-term and sustainable social security. Coordinate with the People's Committees of districts, cities and collection service organizations to continue to organize propaganda campaigns, directly mobilize people to participate in voluntary social insurance and family health insurance.

Coordinate with departments and branches to advise the Provincial People's Committee to complete the Steering Committee for implementing social insurance, health insurance and unemployment insurance policies in the province according to regulations; establish an interdisciplinary inspection team (if necessary) to inspect and supervise the implementation of social insurance, health insurance and unemployment insurance policies and promptly remove difficulties and obstacles in localities.
Coordinate with departments, branches and localities to review, urge and strengthen the inspection and examination of enterprises that owe, evade and incompletely pay compulsory social insurance and health insurance for employees. Publicize on mass media the list of enterprises that evade or owe social insurance and health insurance as prescribed.
Promote administrative reform, enhance the application of information technology, ensure full rights of social insurance and health insurance participants with the simplest, most reformed procedures and the fastest time; expand the network of social insurance and health insurance collection agency service organizations at the grassroots level to create favorable conditions for organizations and individuals when registering to participate in voluntary social insurance and health insurance.

On this occasion, Vietnam Social Security awarded Certificates of Merit to 2 groups and 8 individuals inside and outside the industry in Lam Dong province who had outstanding achievements in coordinating the implementation of health insurance policies, preventing crimes and violations of the law in the field of health insurance.
At the same time, Lam Dong Provincial People's Committee awarded Certificates of Merit to 13 collectives and 14 individuals with outstanding achievements in the Emulation Movement to Develop Social Insurance and Health Insurance Participants in Lam Dong province in 2024.
