At this session, the National Assembly's standing body will consider and approve resolutions on the arrangement of commune-level administrative units in 2025 (approved in principle); Ordinance amending Article 10 of the Population Ordinance No. 06/2003/PL-UBTVQH11, which has been amended and supplemented by Ordinance No. 08/2008/PL-UBTVQH12. Article 10 above stipulates the rights and obligations of each couple and individual in implementing the population and family planning campaign, and reproductive health care; accordingly, each couple or individual is allowed to decide on the time and spacing of children; to have 1 or 2 children, except in special cases as prescribed by the Government .
Also in the program considered and approved by the Standing Committee of the National Assembly is the Resolution of the Standing Committee of the National Assembly regulating the implementation of personnel management for full-time National Assembly deputies, the performance of duties of National Assembly deputies, and full-time National Assembly deputies; Resolution amending and supplementing a number of articles of Resolution No. 44/2024/UBTVQH15 dated February 5, 2024 regulating emulation and rewards for National Assembly deputies, National Assembly agencies, agencies under the Standing Committee of the National Assembly and cadres and civil servants under the management authority of the Standing Committee of the National Assembly; Resolution replacing Resolution No. 283/2021/NQ-UBTVQH15 dated August 27, 2021 of the Standing Committee of the National Assembly on promulgating the model working regulations of the Council of Nationalities and committees of the National Assembly.
The Standing Committee of the National Assembly will also give opinions on the reception, explanation and revision of many draft laws, including: Law amending and supplementing a number of articles of the Law on Organization of People's Courts; Law amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedures, the Law on Juvenile Justice, the Bankruptcy Law and the Law on Mediation and Dialogue in Court; Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Organization of Local Government (amended); Law on Cadres and Civil Servants (amended); Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended); Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies; Law on Employment (amended)...
Draft projects on the arrangement of provincial-level administrative units in 2025; the amendment or abolition of financial management mechanisms and special incomes of state administrative agencies and units; the piloting of a number of special mechanisms and policies for investment in the development of the railway system... are also important contents that the National Assembly's standing body commented on in this session.
