HCMC: Continue to strengthen management of housing projects and works

On June 4, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong signed a document sent to departments, district People's Committees, and Thu Duc City to convey the opinion of the Chairman of the Ho Chi Minh City People's Committee directing to continue strengthening state management of housing projects in Ho Chi Minh City.

The People's Committees of districts, towns, and Thu Duc City (later reorganized into commune-level People's Committees) are assigned to inspect the progress of residential area projects and housing development projects that have been approved and granted construction permits but have not yet started construction or have stopped construction. From there, propose specific solutions and measures to effectively exploit them, avoid waste, improper use, unsafe environmental sanitation, and impact on the city's landscape.

For social infrastructure works -education , culture, health, sports, public trade services, the People's Committees of districts, towns, and Thu Duc City are responsible for taking the lead in receiving handover documents for the system of social infrastructure works at housing construction investment projects and urban areas in the assigned management areas.

Strictly manage the establishment and appraisal of technical infrastructure and social infrastructure projects in construction planning projects; strengthen coordination with relevant departments and branches in construction planning management and construction order management.

Strengthen supervision of the financial capacity of investors and construction units; regularly monitor and detect risks during project implementation to coordinate with relevant agencies to take timely measures...

The Department of Agriculture and Environment is assigned to coordinate with relevant departments and branches to find solutions to urge project investors to fulfill their financial obligations; study legal regulations and promptly guide investors to fulfill additional financial obligations according to regulations.

The Department of Construction is assigned to issue documents guiding and recommending improvements to the quality of the work of establishing and appraising technical infrastructure and social infrastructure works in planning projects to ensure consistency and synchronization in construction investment management and acceptance of construction quality...
