(LĐ online) - On the morning of May 31, in Hanoi, Prime Minister Pham Minh Chinh chaired an online discussion with businesses and business associations to effectively implement Resolution 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

Opening the Seminar, Minister and Head of the Government Office Tran Van Son announced Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister establishing the National Steering Committee to implement Resolution 68-NQ/TW of the Politburo. The Decision assigns ministers, heads of ministerial-level agencies, heads of government agencies, and chairmen of People's Committees of provinces and centrally run cities to support relevant agencies and organizations responsible for implementing Decision No. 1055/QD-TTg.

Speaking at the opening of the seminar, Prime Minister Pham Minh Chinh said that immediately after the Politburo issued Resolution 68, the Government submitted to the National Assembly Resolution 198 on a number of special mechanisms and policies for private economic development; the Government issued the Government's program and action plan to implement the Resolution.

The Prime Minister stated that the Resolutions of the Politburo, the National Assembly, and the Government have been very synchronous and complete. The issue raised and the greatest wish is to organize the implementation well, truly effectively with the spirit of "thinking deeply, doing big", having the most effective way of doing things, best promoting the capacity of nearly 1 million enterprises, 5 million business households. The Prime Minister emphasized that each person contributes, each household contributes, then the whole society will have great resources to "change the state, turn the situation around", bringing the country to develop quickly and sustainably...

The Prime Minister suggested clearly defining what the State must do, what local authorities must do, what businesses must do, what people must do to implement the Resolutions of the Politburo, the National Assembly, and the Government on private economic development; promoting solidarity and unity to work together, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not discuss backing down".

Resolution 68/NQ-TW sets out 8 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs (in institutions, human resources, and infrastructure) and in the overall 4 important Resolutions of the Politburo that the General Secretary concluded as the "Quad Pillars".

The report on the development of the private economy presented by Deputy Minister of Finance Le Tan Can said: After nearly 40 years of renovation, our country's private economy has continuously developed in both quantity and quality, becoming one of the important driving forces of the socialist-oriented market economy.

With nearly 1 million enterprises and more than 5 million business households operating in the economy, the private economy contributes about 50% of GDP, more than 30% of total state budget revenue and employs about 82% of the total workforce, is an important force promoting innovation, improving labor productivity, increasing national competitiveness, contributing to hunger eradication, poverty reduction, and stabilizing social life. Many private enterprises have grown strongly, affirmed their brands and reached out to regional and world markets.

The group of entrepreneurs is growing stronger, the entrepreneurial spirit, the spirit of innovation and the aspiration to rise of the private economy are getting stronger, social responsibility, ethics and culture are spreading more and more widely... Even in difficult times, natural disasters, epidemics, businesses and entrepreneurs still strive to maintain production and business activities, demonstrating social responsibility to the community.

Despite many positive results, the private sector is large but not strong. Nearly 98% of enterprises are micro, small and medium-sized, with limited competitiveness, operational efficiency and management skills. Although the private sector’s labor productivity has improved, it is still lower than that of FDI and state-owned enterprises.

The average rate of operating enterprises will reach about 10 enterprises/1,000 people by 2024, much lower than other countries in the region. The digital transformation process in the private economy is slow, 65% of small and medium enterprises do not have a strategy for applying digital technology; the rate of private enterprises participating in the supply chain of FDI enterprises is low, only above 20%.

Access to resources is still difficult, especially in terms of finance, credit, land, and high-quality human resources. Small and medium-sized enterprises account for nearly 98% of the total number but access less than 20% of the total outstanding credit of the banking system.

The private economic sector has not really become the driving force of the economy as expected. A part of private enterprises has not strictly complied with the law, information is not transparent; short-term business thinking, lack of strategic vision; business ethics and culture of a part of entrepreneurs are still limited. Management of business households is still limited and inadequate.

The reason is that the legal system is still inadequate and overlapping, and administrative procedure reform is slow. Some unnecessary and unfeasible business conditions have not been abolished or amended in a timely manner; investment and business procedures in some sectors and fields are still complicated and unfavorable. The mindset and awareness of a number of leaders, managers, and civil servants are still of the "ask-give" nature; there are still situations of harassment and negativity.

The effectiveness and efficiency of some policies to support businesses are not high, and implementation is difficult. Policies to encourage business households to transform into enterprises are not really attractive, and business households do not have enough motivation to transform into enterprises when there are still many concerns about increased compliance costs.

The internal capacity of the private economy is still limited, especially in terms of capital, management, application of science and technology, digital transformation, and application of new business models such as green economy, digital economy, and circular economy.

To enhance the capacity of the private economy, entrepreneurs also proposed policies to increase support and create conditions for the private economy to develop and grow, such as: having the opportunity to participate in national infrastructure construction projects... (Mr. Nguyen Trung Chinh - Chairman of the Board of Directors of CMC Technology Group Joint Stock Company); public investment projects, such as highways, the rate must be 70% of domestically produced goods... (Mr. Tran Dinh Long - Chairman of Hoa Phat Group); having a priority mechanism for the connection between private enterprises and cooperatives in accessing credit sources and implementing the production chain of key goods... In his concluding remarks at the Dialogue, Prime Minister Pham Minh Chinh outlined 6 major contents of the opinions expressed by the delegates; clearly stated 7 groups of tasks and solutions assigned by the Government to ministries, branches, and local leaders; 6 wishes for businesses and entrepreneurs...

Prime Minister Pham Minh Chinh also assigned the Government Office to synthesize and assign ministries and branches to continue responding to businesses about the proposals at the seminar... In particular, the Prime Minister requested that requests, proposals, and difficulties of businesses must be resolved within 2 weeks, "whether it is successful or not, we must say it, and notify as soon as it is resolved".
