Chairman of Bac Kan Provincial People's Committee works with IFAD delegation

BBK - On the afternoon of May 28, at the headquarters of the People's Committee of Bac Kan province, comrade Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Bac Kan province, had a working session with the IFAD delegation on the survey and development of a design report for the Nature-based Solutions for Comprehensive Rural Development (NBSP) project in the two provinces of Bac Kan and Cao Bang.

Also attending were Mr. Ambrosio Barros, Director of IFAD Vietnam Country Program, and comrades: Nong Quang Nhat, Vice Chairman of Bac Kan Provincial People's Committee; Trinh Truong Huy, Vice Chairman of Cao Bang Provincial People's Committee; leaders of departments, branches and sectors of Bac Kan and Cao Bang provinces.

The NBSP project is implemented in Cao Bang and Bac Kan provinces, building on the achievements and lessons learned from a number of IFAD projects in the two provinces. The overall objective of the project is to contribute to enhancing the resilience of ethnic minority women and men in Cao Bang and Bac Kan provinces to climate, environmental and economic shocks.

The total budget of the NBSP project is expected to be 74.74 million USD, including an IFAD loan of 42 million USD (of which Cao Bang province will receive 20 million USD and Bac Kan province will receive 22 million USD), a non-refundable aid of 8.2 million USD from GEF, a Government counterpart fund of 14.5 million USD and about 1.26 million USD from the contributions of beneficiaries. The project implementation period is expected to be 4 years, from 2027-2031 according to Government regulations.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Dang Binh affirmed that Bac Kan province always values ​​and appreciates the contributions that IFAD has made, contributing significantly to the cause of hunger eradication and poverty reduction and increasing income for farmers in the area. Bac Kan province is committed to creating the best conditions for the project to be implemented according to the memorandum of understanding and the timelines agreed upon by the delegation. The province will complete and supplement the information and documents that the delegation needs to soon have the project documents.

The meeting focused on discussing issues such as: Project implementation area, content and expected budget allocation of components, sub-components... commitment on the deadline for providing to the delegation; Proposing solutions to ensure the design and construction of the NBSP project is carried out quickly and smoothly.

Speaking at the meeting, Mr. Trinh Truong Huy, Vice Chairman of Cao Bang Provincial People's Committee, agreed with the contents and results of the memorandum of understanding. Cao Bang province will prioritize all human resources and resources to focus on implementing investment preparation steps according to the agreed roadmap. The province requested the IFAD office to consider sending experts to survey the project items, or support the locality to select infrastructure project items suitable for IFAD's support mechanism.

Mr. Ambrosio Barros, Country Programme Director of IFAD Vietnam, acknowledged the relationship between IFAD and the two provinces of Bac Kan and Cao Bang over the past 15 years. The implementation of the NBSP project is a very effective process between the two provinces. In the coming time, the IFAD office will continue to work with other international organizations to mobilize more resources for the project budget.

In his concluding remarks at the meeting, Mr. Nong Quang Nhat, Vice Chairman of the Bac Kan Provincial People's Committee, agreed with the contents discussed by the delegation. On the side of Bac Kan province, he pledged to continue to closely coordinate with the IFAD Vietnam office to soon complete the NBSP project design report, as a basis for implementing the procedures for project construction and approval according to Vietnam's regulations. In the process of project construction, design and implementation, Bac Kan province hopes to continue to receive the coordination, companionship and experience sharing of relevant departments, branches and localities of Cao Bang province./.
