
The scope of amendments and supplements to a number of articles of the 2013 Constitution focuses on 8/120 articles, aiming to promptly institutionalize the Party's policy when arranging socio-political organizations under the Vietnam Fatherland Front; perfecting the model of organizing two-level local governments to better serve the people. These contents have received great attention because they have a profound impact on social life and the operation of the political system.
Implementing the Central Government's guidance, the province directed all levels and sectors to collect public opinions through various forms suitable to each locality and community. At the same time, promote propaganda on mass media, using social platforms such as Facebook, Zalo... so that people can clearly understand and grasp the content of the amendments and supplements to a number of articles of the 2013 Constitution. The process of collecting opinions at agencies, units and localities received high consensus on the policy of amending and supplementing a number of articles of the 2013 Constitution and the orientation of organizing a two-level government; at the same time, many enthusiastic opinions were recorded.

Having just contributed ideas to the draft amendments and supplements to a number of articles of the 2013 Constitution through the VneID application, Mr. Le Ngoc Dung, Secretary of the Youth Union of Yen Lac town (Na Ri) said: "Along with other forms, collecting ideas on the content of amendments and supplements to a number of articles of the 2013 Constitution through the VneID application is a very reasonable way, especially suitable for cadres, civil servants, public employees and union members and youth because almost everyone uses smartphones. As a Youth Union officer, I am more aware of my responsibility and have proactively researched and contributed ideas to the content of amendments and supplements to a number of articles of the 2013 Constitution."
The Draft Resolution amending and supplementing a number of articles of the 2013 Constitution is expected to amend 8 articles including Article 9, Article 10 (Chapter I: Political regime), Article 84 (Chapter V: National Assembly ); Article 110, Article 111, Article 112, Article 114, Article 115 (Chapter IX: Local government). It focuses on the following groups of contents: Regulations related to the Vietnam Fatherland Front, socio-political organizations; regulations in Chapter IX to implement the 2-level local government organization model; at the same time, there are transitional provisions to ensure that local governments operate smoothly and uninterruptedly, in accordance with the roadmap for implementing the arrangement and merger of provincial and commune-level administrative units, without organizing at the district level.
Ms. Dinh Thi Chuyen San, member of the Advisory Council of the Vietnam Fatherland Front Committee of Bac Kan province, said: In the context of streamlining the organization of the political system towards efficiency, the supplementation and amendment of the Constitution is very important, in order to promptly institutionalize the major policies of the Party Central Committee and the conclusions of the Politburo and the Secretariat. I basically agree with the contents of the amendments and supplements as in the draft resolution, however, I propose that the establishment, dissolution, merger, division of administrative units, and adjustment of administrative unit boundaries need to seek public opinion."
Through the synthesis of localities and functional agencies of the province, many opinions suggested keeping the content of the regulation that People's Council delegates have the right to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy in Clause 2, Article 115 of the draft. According to these opinions, the People's Court and the People's Procuracy are regionally organized units not associated with the local government at the same level. However, the People's Court and the People's Procuracy of the region still have the task of resolving matters under their authority associated with the rights and obligations of the people in the locality. Therefore, from the point of view of protecting the legitimate rights and interests of the people and at the same time ensuring that the People's Court and the People's Procuracy are responsible for linking activities closely to the grassroots reality, it is necessary for People's Council delegates to have the right to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy.
Previously, on May 6, 2025, the People's Committee of Bac Kan province issued Plan No. 307/KH-UBND on organizing the collection of opinions from the People, sectors and levels in the province on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam. According to the summary, by the end of May 28, the whole province recorded a total of 15,146 comments, of which 959 were from agencies and organizations and 14,187 were from individuals./.
