The National Assembly concludes the first phase of the 9th Session, 15th National Assembly

BBK - On May 29, the National Assembly completed the first phase of the 9th Session of the 15th National Assembly after 22 working days.

At the working sessions of groups and halls in the first phase of the session taking place from May 5 to May 29, 2025, the National Assembly discussed and gave opinions on most of the contents of the session to serve as a basis for agencies to revise and complete; at the same time, the National Assembly voted to pass 08 resolutions to implement the work of amending and supplementing a number of articles of the 2013 Constitution, preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term and deciding on many other important and urgent contents to immediately implement the Resolutions of the Politburo .

The National Assembly deputies of Bac Kan province actively participated in discussions at the National Assembly's working sessions with 68 opinions in the Group and 13 opinions expressed in the hall, including many contents directly reflecting the voters and local people such as: It is necessary to consider regulating reasonable resources for localities, especially localities with high forest ratio but have not yet balanced their budgets to have more separate policies to support people to participate in forest care and protection, to ensure the maintenance of sustainable forest cover in parallel with socio -economic development.

It is recommended that the Government pay attention to directing and creating favorable conditions for financial support or regulating capital sources from enterprises to help localities lacking resources to soon complete the goal of eliminating temporary and dilapidated houses on schedule by 2025; have policies to support people in using renewable energy, especially solar power, contributing to ensuring the right to access information and improving the quality of life; it is necessary to pay attention to implementing policies for non-professional subjects and plans to organize the implementation of tasks at the grassroots level when these positions are no longer available at the commune level.

It is recommended that specific guidance on evaluation criteria for each job position be provided soon. In particular, the development of KPI indicators needs to be realistic and reflect the capacity and efficiency of work. Delegates also raised the issue of the responsibility of state management agencies in proactively controlling, verifying information and promptly protecting the health and interests of people when counterfeit and poor quality goods have been sold on the market in recent times.

Speaking at the end of the first session of the session, National Assembly Chairman Tran Thanh Man highly appreciated the sense of responsibility, democracy and accountability of the National Assembly deputies and agencies in researching and carefully preparing the submitted contents; he hoped that the National Assembly deputies would continue to promote their intelligence and high sense of responsibility, spend maximum time during the break between the two sessions to continue researching documents, listening to the opinions, aspirations and recommendations of the people and voters to reflect and contribute opinions in the second session of the session.

According to the program, from May 30 to June 10, the National Assembly will be on recess so that National Assembly agencies, the Government and relevant agencies can absorb, revise and complete draft laws and draft resolutions to prepare for the second phase of the Session.

The second phase of the 9th Session is expected to take place from June 11 to June 27, and the National Assembly will focus on reviewing the remaining contents of the session. The National Assembly will continue to discuss for the second time and consider approving amendments and supplements to a number of articles of the 2013 Constitution; consider the Project on merging provincial-level administrative units; conduct questions and answers; vote to approve 34 laws and 21 resolutions./.
