Hue City makes a breakthrough in science, technology development, innovation and digital transformation

Immediately after the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation and digital transformation (S&T), Hue city proactively concretized it with many action plans and programs. These efforts are creating momentum to promote the digital transformation process, towards the formation of a comprehensive digital government and digital society.

Spreading the digital movement in the community

In recent times, the city has paid special attention to improving digital skills for the community, especially the youth. The "Digital Education for All" movement and the program to learn about online public services on the Hue-S platform for students have attracted the participation of 21 universities and colleges with more than 36,000 candidates, reaching a rate of over 80%. Online courses for civil servants and public employees on public services and artificial intelligence are also being promoted, contributing to building a lifelong learning environment and improving the capacity to serve the people.

Along with that, the innovation movement is increasingly spreading when many departments, branches and localities organize competitions such as Innovative Startups, Farmers competing in production and business, or supporting people to access online public services. Youth Union members in the area also actively guide people and businesses to operate on digital platforms, contributing to narrowing the gap in technology access.

City youth participate in supporting the improvement of digital capacity and the ability to use digital devices and applications for people.

At the same time, the city continues to improve its infrastructure and science and technology institutions with the presence of a system of universities, research institutes and large centers. Notably, there are 3 information technology parks concentrated in An Van Duong belonging to the Quang Trung Software Park Chain; investment promotion activities for the High-Tech Park and the project to develop the Institute of Biotechnology in coordination with Hue University according to Decision 523/QD-TTg. Currently, the city has 27 science and technology organizations operating in many fields, creating a network of connections between businesses, management agencies and research facilities.

Regarding public administration, 100% of internal processes have been digitized; more than 70% of administrative procedure settlement results are carried out in the electronic environment; more than 25% of data is reused, helping to reduce time and costs for people and businesses.

Perfecting digital infrastructure, expanding smart platforms and applying artificial intelligence

Hue city's digital infrastructure is being invested synchronously, creating a foundation for a comprehensive digital transformation process. The city currently operates four shared digital platforms including: Data integration and sharing platform (LGSP), overall management platform for operations, online meeting platform and virtual assistant for people and businesses. The digital reporting system with more than 100 reports, 400 dashboards and 3,000 charts and a digital database of over 950 tables has helped improve monitoring efficiency and support decision-making.

The Hue-S ecosystem continues to expand.

Artificial intelligence is also widely applied based on standardized big data sources. The Hue-S digital ecosystem continues to expand with more than 50 services, attracting more than 1.3 million registered accounts, recording over 25 million visits each year and connecting to more than 80 countries. Online public services, e-wallets and a system of more than 650 surveillance cameras have helped increase the efficiency of urban management, ensuring security, order, traffic and the environment.

A digital transformation commune model is also being built, aiming to form a unified digital government from the grassroots level, creating data connectivity and consistent administrative processes.

Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh affirmed: Hue is gradually affirming its pioneering role in developing science and technology, innovation and digital transformation.

He said that the city is increasing investment and effectively implementing projects and platforms such as the Smart City Project; Virtual Assistant for serving officials, civil servants, and public employees; Virtual Assistant for serving people and businesses; shared digital platforms... Striving for 100% of departments, branches, and localities to provide a complete list of open data.

The results achieved show that Hue is on the right track in its development strategy based on knowledge and technology. The synchronous participation of the government, businesses, scientific organizations and the community has created a solid foundation for the city to make a breakthrough in the new period.

When digital transformation models are widely deployed, along with an increasingly complete innovation ecosystem, Hue has the foundation to become the center of science and technology in the Central region and a model for smart urban construction in the country. This will be an important driving force to help the city develop rapidly, sustainably and modernly in the coming time.
