Nam Dinh City implements synchronous solutions to ensure traffic safety for students.

The current situation of students violating traffic safety laws has many complicated developments, especially the phenomenon of middle and high school students going to school by electric motorbikes, motorbikes, and motorcycles without helmets, driving side by side, speeding, recklessly overtaking, weaving, swerving, disturbing public order, not obeying traffic lights, pushing and pulling other vehicles, using phones while driving, especially driving without a driver's license... increasing the risk of traffic accidents. Implementing Directive 31/CT-TTg and the direction of the Provincial People's Committee, the City People's Committee has directed wards, communes, the Departmentof Education and Training... to step up propaganda and dissemination of legal knowledge on traffic safety and order; implementing the City People's Committee's plan on launching an emulation movement to ensure traffic safety and order in educational institutions for the period 2022-2025. Schools have organized 100% of students and parents to sign a commitment to comply with regulations on traffic safety; disseminate information to parents and students through the school's electronic information portal, on Zalo applications, Facebook of each class, parent-teacher association... 100% of primary and secondary schools in the area (36 primary schools and 28 secondary schools) have implemented the model "Traffic Safety School Gate"; established a Steering Committee for building traffic safety schools. Along with that, the City People's Committee has actively coordinated with the functional forces of the Provincial Police; the police of wards and communes have proactively coordinated with schools to set up checkpoints and regulate traffic in school areas in the area during peak times when students go to and from school. Coordinate to review, inspect and make a list of 20 vehicles transporting students to ensure compliance with regulations on road transport management and strictly handle violations. The city closely coordinates with the provincial police force to strengthen patrols and controls to promptly detect and resolutely handle cases of students violating the law on ensuring traffic safety and order. Thanks to that, the situation of students violating the law on ensuring traffic safety and order, especially the situation of students underage driving vehicles, has been overcome and gradually put into order, contributing significantly to limiting and reducing traffic accidents for students.

In order to raise awareness of self-compliance with the law and build a culture of safe traffic to control and reduce traffic accidents in terms of the number of cases, deaths and injuries; minimize traffic accidents for school-age children, the City People's Committee assigned the Department of Education and Training to develop and effectively implement a plan to ensure traffic safety and order in 2025 according to the direction of the Government and the Provincial People's Committee on strengthening the work of ensuring traffic safety and order for school-age children in the new situation. Direct all levels of education and educational institutions to take measures to propagate and educate traffic safety laws to all cadres, teachers, staff and students. Pay special attention to coordination with mass organizations, local authorities, police forces, parents in implementing propaganda, managing and educating students on peak occasions such as: holidays, New Year, summer vacation, national high school exams, major anniversaries of the nation and locality...; Launching the “Traffic Safety Peak Month for Students Going to School - September 2025”. Continuing to promote the achieved results, implementing more effective propaganda and student management work, striving for 100% strict compliance with regulations on vehicle age; wearing standard helmets when participating in traffic by motorbike, scooter, electric bicycle; installing rearview mirrors according to regulations...

Promote the role and responsibility of Youth Union, Association and Team organizations in maintaining traffic safety and order, carry out the campaigns "Students with traffic culture", "Safe and friendly schools, good compliance with the Road Law, Road Traffic Safety Law"; continue to build and replicate the models "Traffic Safety School Gate", "Youth Volunteer Team", "Red Flag Team", "Queueing to pick up children" at the school gate during rush hours, creating a habit of complying with traffic laws at the school gate for students. Direct the police of wards and communes to increase patrols and controls, focusing on mobile patrols; promote the application of high technology, professional technical equipment as well as plans to use recording equipment of organizations assigned to manage and exploit the traffic infrastructure system to detect and handle violations of traffic safety and order regulations. Strengthen patrolling and control work, promptly detect and handle violations of traffic safety order, especially violations that pose a risk of causing accidents for students; for cases of student violations, send notices to the school for appropriate handling and educational measures... Closely coordinate with media agencies to organize propaganda, disseminate and educate about traffic safety laws, contributing to influencing and raising awareness of voluntary compliance with the law among traffic participants; advise the People's Committees of wards and communes to urge, deploy and evaluate the results of implementing Directive 31/CT-TTg dated December 21, 2023 of the Prime Minister on strengthening the work of ensuring traffic safety order for school-age children in the new situation. Through professional activities, promptly detect shortcomings in traffic organization, "black spots" with potential complications in traffic safety, prepare reports, make recommendations to competent authorities to overcome and resolve to contribute to controlling and reducing traffic accidents for school-age children.

With the above thorough and synchronous solutions, Nam Dinh city is determined to effectively implement solutions to control and reduce traffic accidents, contributing to the effective implementation of Directive 31/CT-TTg dated December 21, 2023 of the Prime Minister on strengthening the work of ensuring traffic safety and order for school-age children in the new situation.
