According to Vinh Urban Infrastructure Management and Development Joint Stock Company, the Citadel moat is located in Quang Trung and Cua Nam wards. The Bac canal and Hung Loc regulating lake project was invested in construction in the 2015-2016 period and put into operation in 2018. After nearly 9 years of operation, limitations and inadequacies have been revealed.

The city does not have a separate wastewater collection system that brings wastewater to the factory for centralized treatment, and the amount of sludge dumped into the canals and ditches has many anaerobic substances, so pollution incidents can easily occur. In the summer, the heat lasts for a long time, and a large amount of domestic wastewater that is not treated in time will overflow into the canals in residential areas or fields. Because the wastewater has not been treated, it gives off a foul smell and is heavily polluted.

Mr. Vo Tuan Anh - Deputy Director of Vinh Urban Infrastructure Management and Development Joint Stock Company added: The domestic wastewater treatment capacity of Vinh city is overloaded. While the total water consumption of the city has reached over 50,000 m3 / day and night, the domestic wastewater treatment capacity of the city has only reached 21,000 m3 / day and night. Therefore, to establish an investment project to build a new wastewater treatment system with a capacity of about 22,000 m3 / day and night, the city is urgently organizing the dredging of the North Canal, Hung Loc regulating lake as well as dredging the Citadel moat.

According to the design, after being dredged and cleaned, the wastewater operation capacity to the centralized treatment system at the Factory in Hung Hoa will be better.
In addition, for the Citadel moat area, the city also organized forced pumping of water from Vinh River, Cua Tien Bridge area to dilute and reduce pollution in this area.

In October 2023, a wastewater environmental incident caused a mass fish death in the Citadel moat in Cua Nam ward and Hung Loc regulating lake. In mid-April 2025, wastewater from the Citadel moat continued to pollute residential areas by changing color and emitting a foul odor. Residents of Block 1, Cua Nam ward petitioned the authorities to take measures to handle the situation.
