According to Decision No. 518/QD-UBND dated April 16, 2007, Bac Ninh province reclaimed land for the Bac Ninh Flood Control and Dyke Management Sub-Department (now the Irrigation Sub-Department, under the Department of Agriculture and Rural Development of Bac Ninh province) to implement the project of renovating, upgrading, and completing the left bank dyke of the Duong River in Tien Du district. However, regarding this decision, the people all affirm that when they signed the list, it did not specify the amount of compensation they would receive, but only 150,000 VND per person, which they then submitted to the officials of Ren village and received 20,000 VND back. So what did Ren village use that money for? While the people rightfully deserved that money!
Similarly, Decision No. 1768/QD-UBND dated September 26, 2009, of Bac Ninh province reclaimed land for the Bac Ninh Sub-Department of Dike Management and Flood Control to implement the project to renovate, upgrade, and complete the left bank dike of the Duong River section from Km 22+360 to Km 33+555, Tien Du district. Many residents of Ren village affirmed that: The households were persuaded to sign, but this time they did not have to take money to pay Ren village; instead, they only signed and received 20,000 VND. The scenario was repeated from before, although this time the people signed but did not have to take money to pay the village.
Mr. Nguyen Dinh Huong, Secretary and Head of Ren village, expressed his frustration: "The villagers are currently growing bananas, which yield high productivity and have contributed to improving the lives of more than 200 households. Recently, they suddenly received a notice that they have 'lost their right' to use agricultural land because the land has been reclaimed by the State! The people are very confused and have sent petitions to many places, but the Bac Ninh province has yet to resolve the issue thoroughly."

Mr. Nguyen Ba Luan, Secretary of the Party Committee of Canh Hung commune, said: "The people's complaints are true. According to the land reclamation decision, the authorities directed the land to be taken in a different direction, and they paid the people compensation and support payments that did not comply with the approved plan."
Three decisions caused more than 200 households to "lose their right" to use agricultural land: Decision No. 518/QD-UBND dated April 16, 2007; Decision No. 1768/QD-UBND dated September 26, 2009; and Decision No. 2005/QD-UBND dated December 31, 2010, of Bac Ninh province to reclaim land for the Bac Ninh Flood Control and Dyke Management Sub-Department (now the Irrigation Sub-Department, under the Department of Agriculture and Rural Development of Bac Ninh province) to implement the project of renovating, upgrading, and completing the left bank dyke of the Duong River in Tien Du district.
Continuing the scheduling and working session with the Tien Du District People's Committee, Mr. Nguyen Trong Thinh, Chief of the Office, stated: "The district has been informed of the incident and has assigned the local authorities to review it to ensure that the people are not disadvantaged. Currently, the commune is reviewing and handling the matter. I would like to inform you of this in advance; regarding the specific details of the meeting, I will seek the opinion of the district leaders and will provide further information later."

It is known that in Document No. 1318 dated May 8, 2023, the People's Committee of Bac Ninh province assigned the Provincial Inspectorate to preside over the review and propose measures to definitively resolve the long-standing complaints of citizens in Ren village, Canh Hung commune, Tien Du district, based on the principle of ensuring the full legitimate rights and interests of citizens in accordance with the law; and to report to the Provincial People's Committee before May 30, 2023.
Mr. Vu Huy Phuong, Chief of the Office of the People's Committee of Bac Ninh province, informed: The province is aware of the case. Previously, it was assigned to the district for consideration and resolution, but it did not meet the people's expectations. Currently, it has been assigned to the Provincial Inspectorate to take the lead, and the results will be available in May 2023. The province will provide further information afterwards.
