The Ho Chi Minh City Party Committee has just issued a document on strengthening leadership and direction in implementing solutions to improve the Provincial Public Administration Performance Index (PAPI) in Ho Chi Minh City.
The City Party Committee assessed that the city's PAPI index has not achieved the expected results, is still in the medium - low group, and has not improved in position for many consecutive years. Management and operation at the grassroots level in particular and governance at all levels in general still have many limitations and shortcomings...
To improve, the Standing Committee of the City Party Committee requires Party committees, authorities, the Fatherland Front and socio -political organizations at all levels to lead and direct the implementation of appropriate solutions. In particular, proactively develop and implement plans to improve the results of the PAPI index in the area, focusing on the activities of provincial and communal authorities.
Continue to promote reform of the public service system, promptly resolve administrative procedures under authority, especially in the fields of land, construction, certification... to ensure publicity and transparency; identify improving the PAPI index as a continuous, long-term task of agencies, units and localities.
Along with that, strengthen discipline, administrative discipline, clearly define the responsibilities of leaders, cadres, civil servants, and public employees, attach accountability to the people, fully inform about the results of implementation of anti-corruption, waste, and negativity in all management areas. In particular, pay special attention to land management, construction, and administrative procedure settlement.... Regularly inspect, supervise, and resolutely handle any manifestations of harassment and negativity occurring in the area.
The Party Committee of the Ho Chi Minh City People's Committee is assigned to lead the Ho Chi Minh City People's Committee to direct the Department of Home Affairs to preside over and coordinate with relevant agencies to closely follow the conclusions and directions of the Central Government, the City, and current regulations, and propose specific, feasible solutions suitable to the new context to improve the PAPI index in 2025 and the following years. At the same time, promote digital transformation in the assessment and improvement of the PAPI index; on that basis, advise the Ho Chi Minh City People's Committee to consider and direct the implementation.
People's Committees at all levels shall strengthen coordination in implementing solutions to improve the satisfaction index of people and businesses in the area in conjunction with promoting administrative reform, administrative procedures, and digital transformation. Timely inform, publicize, and be transparent about planning, land use plans, and urban planning in the area; continue to effectively implement regimes and policies for policy families, poor households, and near-poor households.
