Removing bottlenecks for the Nam Cau Dai Urban Area Project

The Nam Cau Dai Urban Area (Dong Hoi, Quang Binh) was first approved for investment in 2018. More than 6 years have passed, but the project still has many problems in site clearance, affecting the completion progress.

The Nam Cau Dai Urban Area Project was approved for investment by the People's Committee of Quang Binh province on September 21, 2018, with the goal of building a complete, synchronous, spacious, modern urban area, meeting the housing and service needs of the people, contributing to the completion of technical infrastructure and urban embellishment for Dong Hoi city.

The construction area of ​​the Project is 403,028 m2, with a total investment of VND 2,200 billion; of which the total investment cost is VND 2,095 billion, and the cost of compensation and site clearance is about VND 104 billion.

According to the approved planning, the Project must completely and synchronously construct commercial housing areas (about 2,500 units), hotels, commercial service works, public works, technical infrastructure works and other essential social infrastructure works...

On January 20, 2020, the People's Committee of Quang Binh province approved the results of the selection of investors to implement the project. Accordingly, Son Hai Group Company Limited was designated as the winning investor. After becoming the investor, Son Hai Group signed a contract to implement the project with the Department of Construction of Quang Binh and started construction.

The project implementation period is 60 months, of which the technical infrastructure investment period is 36 months (expected to be completed in 2024). However, up to now, more than 6 years have passed, the project has not been completed.

According to the project site, the investor has just completed the leveling, internal traffic roads, bridges, water supply and drainage, embankments... Overall, the project still has many areas that have not been completed according to the approved plan.

Quang Binh Department of Finance said that the new investor mainly focused on construction on an area of ​​271,036 m2 that the province had allocated land for. Of the area that has not yet been handed over, there is notably 34,852 m2 of Nhat Le Shipyard.

This area is facing difficulties because Quang Binh Shipbuilding Industry Company Limited, a member of Vinashin Group (owner of Nhat Le Shipyard), is being processed by the authorities in bankruptcy, so the procedures are prolonged, affecting the progress of the Nam Cau Dai Urban Area Project.

Also according to the Department of Finance, recently, the investor - Son Hai Group - proposed to adjust the total land area of ​​the Project from 403,028 m2 to 368,176 m2 and extend the implementation period to 2028.

The reason given by the investor is that the land allocation for the Project has not been completed yet, the enterprise has only been assigned 271,036/403,028 m2 by the province. In addition, the implementation of the Project has also been affected by the Covid-19 pandemic, at times the investor had to stop construction due to social distancing.

The Standing Committee of the Party Committee of the People's Committee of Quang Binh province has reviewed and determined that the above proposal of the investor is well-founded and complies with the provisions of law. In particular, regarding the adjustment of the scale of the Project, on December 30, 2024, the People's Committee of Quang Binh province issued a document agreeing to remove the area of ​​34,852 m2 of Nhat Le Shipyard from the scope of the Nam Cau Dai Urban Area Project.

Speaking to reporters, Mr. Tran Phong, Chairman of the People's Committee of Quang Binh province, said: "During the project implementation, the investor encountered difficulties in site clearance when the site handover was not completed. The province shares the difficulties that the investor encountered. The Provincial People's Committee is synthesizing to report to the Standing Committee of the Provincial Party Committee for comments on the investor's proposals. In fact, the investor ensures the conditions for adjusting the project. Regarding the difficulties, the province will actively support to gradually resolve them."

Mr. Tran Thanh Phong, CEO of Son Hai Group's Quang Binh projects, shared that the remaining area that cannot be cleared of the Nam Cau Dai Urban Area Project, in addition to Nhat Le Shipyard, also includes the fishing port area and 9 households. These problems are being resolved by the authorities. Regarding construction items, the Company is completing procedures to soon deploy the construction of commercial housing in this project.
