Removing difficulties in the project to upgrade National Highway 6, section through Hoa Binh

On July 11, Comrade Quach Tat Liem - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a meeting with departments, branches and localities on the progress of the project to renovate and upgrade National Highway 6, the section avoiding Hoa Binh city (old). Attending the meeting was Comrade Nguyen Duc Dung - Member of the Provincial Party Committee, Secretary of the Hoa Binh Ward Party Committee.

The project to renovate and upgrade National Highway 6, Hoa Binh City bypass, Hoa Binh Province (old) is an important project to complete the traffic infrastructure, connecting Hoa Binh Province with neighboring areas, especially the capital Hanoi. The project has a total investment of nearly 474 billion VND, invested by Project Management Board 6 (Ministry of Transport, now the Ministry of Construction) with a total length of 5km. The project is built according to the standards of a 4-lane level III plain road; the roadbed width is 20.5m, the road surface is 19.5m, the design speed is 80km/h.

The project starts at Km 73+500 - National Highway 6 connecting with the project "Connecting traffic and irrigation of Hoa Binh province with the national traffic infrastructure system". The end point is at Km 78+500 - National Highway 6 at the intersection with An Duong Vuong Street, Thai Binh Ward, Hoa Binh City (old), now Thong Nhat Ward.

The leaders of Project Management Board 6 reported difficulties and problems in the project implementation process.

To carry out the site clearance work, the expected land area to be recovered is about 2 hectares of various types of land. The People's Committee of Hoa Binh City (old) has approved the compensation and support plan in 15 phases and 06 adjustment decisions with an area of ​​1.15 hectares for 426 cases with a total amount of over 82.6 billion VND. Currently, 371/426 cases have been paid and over 1.82 hectares have been handed over to the Investor.

According to the report of Project Management Board 6: The current problem is that there are still 4 220KV electric poles of SMA VINA Viet Han Import Export Garment Joint Stock Company and 4 electric poles of Phu Tho Electricity Company on the route. Up to now, there is a place to move the electric poles. There are still 43/426 households and individuals who have not received compensation for land clearance.

Leaders of Thong Nhat Ward People's Committee reported difficulties in project site clearance.

Concluding the meeting, Comrade Quach Tat Liem - Vice Chairman of the Provincial People's Committee requested the People's Committees of the wards to complete the organizational structure to ensure legal regulations to carry out tasks on compensation, site clearance, and land procedures. Strive to complete the organizational structure by July 20 to start the work.

Leaders of Phu Tho Electricity Company reported the plan to relocate power lines within the project scope.

Regarding the project's problems, the Vice Chairman of the Provincial People's Committee requested: For households that have received compensation but have not yet handed over the land, Thong Nhat Ward People's Committee will continue to propagate and mobilize; if mobilization fails, coordinate with the Ward Police and the Provincial Police to consider enforcement. For the group of households that are still having problems with land legal procedures and compensation prices, Thong Nhat Ward People's Committee will re-determine and propose appropriate solutions to ensure the rights of the people.

The Vice Chairman of the Provincial People's Committee assigned the People's Committee of Thong Nhat Ward to preside over and coordinate with SMA VINA Viet Han Import-Export Garment Joint Stock Company and the construction unit to prepare a consulting dossier; Phu Tho Electricity Company to guide the preparation of the dossier for moving the power line; coordinate with the construction unit to dismantle and move the power pole from the old place to the new place to ensure technical safety, striving to complete by July 20. The Vice Chairman of the Provincial People's Committee also requested agencies and units to strive with the highest spirit and effort to complete the project site clearance before September 30, 2025.
