Da Thien Temple in Trai Cau town is not only a place for local people to practice their beliefs, but also attracts many tourists from all over the world every year. However, Da Thien Temple is small, restored and embellished mainly by the merit of tourists from all over the world, managed by the family of Ms. Hoang Thi Ly, the head of the temple. The road leading to it is through a residential area, narrow and winding, making it difficult for two cars going in opposite directions to avoid each other.
Therefore, the government and many local people want to have investors in the Da Thien Eco-Cultural Tourism Project with religious facilities, traffic infrastructure, trade, services, ecology, and spacious landscape to attract tourists, create jobs, and consume agricultural products, thereby promoting local economic and social development.
The project was approved and implemented on an area of over 50 hectares, in which Da Thien Temple is located in the project complex, identified as a religious facility of the community, with its own management board elected by local people and approved by local authorities.
In recent years, the investor, Thien Phuc Fine Arts Construction Company Limited, has invested about 200 billion VND in compensation for site clearance, land allocation by the state, land lease, leveling to create the main road in the project, and construction of a number of items. Of which, more than 10 billion VND has been compensated to the family of the head of the incense burner, Hoang Thi Ly.
Mr. Do Khac Than, Director of Thien Phuc Fine Arts Construction Company Limited admitted that during the implementation process, due to subjective perception, the investor committed 5 violations regarding the environment, land, construction, use of donation money of Da Thien Temple and planning as pointed out by the Thai Nguyen Provincial Inspectorate in Conclusion No. 05/KL-TTr dated June 19, 2024. Recently, with a spirit of openness and responsibility, the Company has actively coordinated with functional agencies and local authorities to overcome violations.
According to Mr. Nghiem Son Ha, Chairman of the People's Committee of Trai Cau town, up to now, the investor, Thien Phuc Fine Arts Construction Company Limited, has corrected 4 out of 5 violations. The remaining content regarding the project planning adjustment has received approval from relevant departments and agencies and is awaiting consideration and approval by the competent authority.
To adjust the planning of the Da Thien Eco-Cultural Tourism Project, the local government and investors recently consulted with the people. Most of the local people agreed to adjust the project planning, specifically 100% of the people in 6/7 residential groups in Trai Cau town agreed, and in group 7 (where the project is located), 61% of households agreed to adjust the planning.
The core content of the project planning adjustment is that the existing residential concrete road section built by the state and the people within the project scope is adjusted to the project corridor to facilitate people's travel and harmonize with the overall aesthetic of the project. After the planning adjustment, the residential road returned by the investor is built wider and has thicker concrete than the old road section.
However, some households previously related to Da Thien Temple from the years when Ms. Hoang Thi Ly's family did the paperwork quickly did not agree to adjust the project planning and prevented the investor from transporting supplies and materials across the residential road, which was only about 5 meters wide, to the construction site to implement the project, hindering the project implementation.
Mr. Nguyen Trong Hieu, Vice Chairman of Dong Hy District People's Committee, said that local authorities at all levels respect and protect the legitimate and legal interests of relevant parties, and at the same time direct competent agencies to review and handle violations related to the Da Thien Cultural and Ecological Tourism Project. The District People's Committee also requested the local police and law enforcement agencies to review, investigate and handle a number of recent incidents at the project.
According to Mr. Nghiem Son Ha, Chairman of the People's Committee of Trai Cau town, the adjustment of the planning of the Da Thien Eco-Cultural Tourism Area Project is in accordance with the provisions of law, in accordance with the actual situation, and is agreed and supported by the majority of local people. However, there are still some people who do not agree. The People's Committee of Trai Cau town requests the project investor to thoroughly correct the violations in the project that the Thai Nguyen Provincial Inspectorate has mentioned in Conclusion No. 05/KL-TTr dated June 19, 2024. In the coming time, the local government will continue to coordinate with relevant agencies to strengthen propaganda, persuasion, and mobilization of people to agree in the spirit of the long-term common interests of the project for local socio-economic development.
