Fully and promptly institutionalizing the policy of breakthroughs in science, technology, innovation and national digital transformation into State laws is the key to paving the way for rapid and sustainable development of the country. This is both an inevitable requirement and a key task of the Party Committee of the National Assembly in the coming term.

Eliminate all thoughts, concepts, and barriers that are hindering development

Since the founding of the Democratic Republic of Vietnam, our Party has always identified science and technology development as a top national policy, playing a key role in the country's development. In particular, over the past 5 years, under the rapid, profound and comprehensive impact of the Fourth Industrial Revolution, our Party and State have had many policies and strategies to promote the application and development of science and technology, promote innovation and digital transformation. In particular, on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation, opening a new era with a system of comprehensive viewpoints, goals, tasks and solutions, creating breakthroughs to develop this field to become the main driving force for the rapid development of modern productive forces, perfecting production relations, and innovating national governance methods; promptly remove bottlenecks and barriers, free up resources, create new resources and development space, meet the country's innovation and integration requirements, and bring the country to breakthrough development and prosperity in the new era.

To implement Resolution 57-NQ/TW, the Party Delegation of the National Assembly assigned the Party Committee of the Committee on Science, Technology and Environment to advise and develop and submit to the Party Delegation of the National Assembly (now the Party Committee of the National Assembly) Plan 3260/KH-DDQH15 on implementing Resolution 57-NQ/TW; coordinate with the Central Economic Committees and the Government Party Personnel Committee to organize National conference on breakthroughs in science and technology development, innovation and national digital transformation ; issued Plan No. 39-KH/DU dated July 7, 2025 on implementing the movement " Digital literacy - Digital National Assembly", organized the thematic conference "Digital literacy - Digital National Assembly: Framework of digital knowledge and skills for the modern National Assembly " to promote the application of digital technology , promote digital transformation in the activities of the National Assembly.

As the focal agency implementing Resolution 57-NQ/TW, the Party Committee of the Commission has promptly institutionalized many breakthrough policies to promote the development of science, technology, innovation and national digital transformation in draft laws and resolutions of the National Assembly in the assigned fields for review; in draft laws and resolutions of the National Assembly assigned to participate in coordination of review.

The Party Committee of the Committee for Science, Technology and Environment has thoroughly grasped the expression of 5 guiding viewpoints, 7 tasks and specific solutions in Resolution No. 57 in the assigned legal documents, focusing on 3 main groups of contents: Urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in developing science, technology, innovation, and national digital transformation.

Since the beginning of January 2025, the Standing Committee of the Science, Technology and Environment has coordinated with the Ministry of Science and Technology, the Ministry of Information and Communications (formerly) and relevant agencies to research, review and advise the Party Delegation of the National Assembly (now the Party Committee of the National Assembly) to issue Plan No. 3260-KH/DDQH15 dated January 10, 2025 of the Party Delegation of the National Assembly on implementing Resolution No. 57-NQ/TW. At the same time, review the laws expected to be submitted to the Government for amendments and supplements according to Resolution No. 03/NQ-CP dated January 9, 2025 on the Government's Action Program to implement Resolution No. 57-NQ/TW. On February 11, 2025, the Standing Committee of the Science, Technology and Environment Committee completed the "Preliminary report on the initial review of policies related to science, technology, innovation and national digital transformation proposed for amendments and supplements in draft laws to be issued in 2025" to submit to the National Assembly leaders. The report pointed out institutional bottlenecks that need to be removed, added to the 2025 Law and Ordinance Development Program and promptly implemented at the 9th Extraordinary Session (February 2025) and the 9th Session (May 2025), including the draft Law on Science, Technology and Innovation, Law on Digital Technology Industry, Law on Personal Data Protection, etc. At the same time, it specifically identified overlapping and contradictory articles and clauses that need to be amended in 28/28 laws proposed by the Government to be amended and supplemented under Resolution No. 03/NQ-CP.

As of September 2025, along with Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation, there was the Law on Science, Technology and Innovation (considered the original law on science, technology and innovation), 37 laws directly related to the field of science, technology and innovation, 11 laws directly related to the field of digital transformation have been and are being amended, supplemented and newly issued.

Notably, in order to promptly put Resolution 57-NQ/TW into practice, at the 9th Extraordinary Session (February 2025), the National Assembly promptly issued Resolution 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation. Regarding national digital transformation, the goal is to " gradually master a number of strategic technologies, digital technologies... to form and develop a number of large-scale domestic strategic digital technology enterprises to develop digital infrastructure, lead national digital transformation and have international competitiveness" At the 9th Session, the 15th National Assembly issued the Law on Digital Technology Industry, comprehensively regulating the fields of digital technology industry, semiconductor industry, artificial intelligence (AI) and digital assets, creating a synchronous legal foundation for the development of key digital technology industries.

Focus resources on perfecting institutions with a number of new, breakthrough issues.

To continue to fully institutionalize the policies and guidelines stated in the Resolution and effectively implement Resolution 57-NQ/TW, the Party Committee of the Committee for Science, Technology and Environment proposes and recommends to the Party Committee of the National Assembly the following contents:

One is, Strengthen the leadership and direction of the Standing Committee, the Party Executive Committee of the National Assembly, and the Party Committee of the Committee in organizing the implementation of Resolution No. 57-NQ/TW; ensure the completion of the set goals, tasks, solutions and breakthroughs, associated with the synchronous implementation of other resolutions of the Party to serve the cause of rapid and sustainable development of the country in the new period.

Focus on leadership, direction, and resources to perfect the policy institutions for a number of new, breakthrough issues identified in Resolution 57-NQ/TW. These are new issues, the implementation in our country is still limited, while international experience is very diverse. Therefore, it is necessary to focus resources on research, learning from international experience, having appropriate viewpoints and approaches, promptly perfecting the legal framework, creating breakthroughs to promote development.

Second, continue to research, review, and perfect the legal system on digital transformation, and soon form a separate legal corridor for this field. Lead and direct the urgent research, review, and perfecting of relevant laws (on resources) on education, higher education, vocational education; investment and financial laws; laws... to ensure consistency and feasibility. At the same time, focus on perfecting the legal corridor for emerging technologies such as artificial intelligence, big data, network safety and security, blockchain technology, cloud computing; form a legal mechanism for national data management, ensure data sharing and connection between ministries, branches, and localities...

At the same time, it is necessary to speed up the progress of developing and promulgating detailed guiding documents to ensure the effectiveness, efficiency and timeliness of legal regulations promulgated by the National Assembly. In the spirit of innovation in legislative thinking, in addition to a number of codes and laws regulating human rights, civil rights and judicial proceedings, it is necessary to be specific. Basically, other laws, especially laws regulating the contents of development creation, only regulate framework issues and issues of principle under the authority of the National Assembly. As for practical issues that frequently change, the Government, ministries, branches and localities are assigned to regulate them to ensure flexibility and suitability with reality. Therefore, after the Party's guidelines and orientations are institutionalized into laws, the promulgation of detailed regulations will be an important "bridge", ensuring that the Party's guidelines and policies are put into practice.

Third, strengthen leadership and direction of supervision work, focusing on supervising the issuance of guiding documents and the implementation of laws and resolutions. Supervise the implementation of laws in ministries, branches, localities and the business community, promptly detect and remove obstacles, clear bottlenecks to bring laws (institutionalized resolutions) into reality. Develop a plan for the National Assembly's thematic supervision of the implementation of policies and laws institutionalizing Resolution No. 57-NQ/TW in 2026.

Fourth, lead and direct research and improve statistical laws, select a number of core indicators in the fields of science, technology, innovation and digital transformation to become mandatory indicators, reflected in the 5-year and annual socio-economic development resolutions to affirm the role of the pillars of science, technology, innovation and digital transformation, linked with socio-economic development, creating a legal basis for resource allocation, inspection and supervision of the implementation of Resolution No. 57-NQ/TW, relevant policies and laws.

Five is, Strengthening capacity for law enforcement and compliance: Develop detailed, easy-to-understand guidelines so that organizations and individuals, especially small and medium-sized enterprises, can easily understand and comply with new legal regulations. Invest in resources (finance, technology, human resources) for state management agencies to improve their capacity to assess, monitor and handle violations in the digital environment. Raise awareness and digital skills for the whole society, including officials, civil servants, public employees and people, to promote the application and compliance with the law in the digital environment.

Fully and promptly institutionalizing the policy of breakthroughs in science, technology, innovation and national digital transformation into State laws is the key to paving the way for rapid and sustainable development of the country. This is both an inevitable requirement and a key task of the Party Committee of the National Assembly in the coming term. With high political determination, a spirit of innovation, responsibility and intelligence, we believe that the National Assembly will continue to play a central role in perfecting the law, creating new development momentum for our country in the new period.
